Request
Consider a request by Robert Bonin for a simple plat to subdivide a 10 acre parcel from a 40
acre parcel.
Location
The property is located at the southeast corner of County Road 32 and 223rd Avenue.

Overview
The applicant is proposing to subdivide a 40 acre parcel into a 10 acre lot with a remaining
unplatted 30 acre lot. The proposed lot has frontage on 223*d Avenue and has a mix of open
fields, woods and wetlands. About 1/2 of the parcel is wetland. There are some trees along the

perimeter of the wetlands. County Ditch #1 crosses diagonally across the western end of the
property.
Analysis
The proposed 10 acre lot complies with the dimensional requirements of the A1 zoning
district. It has 1325 of frontage along 223rd Avenue. The remaining 30 acres has frontage
along County Road 32. Access to this lot will be from 223~d Avenue. The building site will be
located on the eastern 1/2 of the site. The plat identifies a proposed location for a primary
and alternate septic system as well as the house. The Blandins Turtle has been identified on
this site.
Gradin.q, Draina.qe and Utilities
Grading, drainage and utility issues are addressed in the City Engineer's memo.
Park and Recreation Commission
The Park and Recreation Commission recommended park dedication in the form of cash for
one lot.
Recommendation
Staff recommends that the City Council approve the simple plat subdivision for Robert
Bonin with the following conditions:
1. ALL COMMENTS OF THE CITY ENGINEER SHALL BE ADDRESSED.
2. PARK DEDICATION FEES FOR ONE LOT SHALL BE PAID PRIOR TO
RELEASING THE SUBDIVISION FOR RECORDING.
3. SURFACE WATER MANAGEMENT FEES FOR ONE LOT SHALL BE
PAID PRIOR TO RELEASING THE SUBDIVISION FOR RECORDING.

RE: BONIN ADDITION
Dear Mr. Harlicker:
As requested, we have reviewed the preliminary/final plat for the Bonin Addition in the
northwestern portion of the City. As you are aware, this is essentially an administrative subdivision
of approximately 11 acres of land at the southeast intersection of 223rd Avenue and County Road
32 and is being prepared as a plat document. Based on our review, we would offer the following
comments:
The plat creates one lot. The total parcel is just over 11 acres. After the rights-of-way
for 223rd Avenue and a small portion for County Road 32 is subtracted from the site, the
remaining lot is just over 10.1 acres.
County Ditch 1 crosses from 223r~ Avenue diagonally across the property. There are a
substantial number of wetlands shown on the property that are all encompassed in
drainage and utility easements. We have not seen the wetland delineation, but assume
from the details shown on the preliminary/final plat that a delineation has been
performed.
The preliminary/final plat dedicates 33 feet along the north line for the right-of-way of
223r~ Avenue NW.
The buildable site on the parcel is at the eastern end of the site. The proposed home
site is shown, along with pdmary and alternate septic sites. There is enough spot
elevations shown to determine that the site is sufficiently above the lower wetland areas
to provide a buildable site. Driveway access from the home site will need to be onto
223r~ Avenue near the eastern end of the property.
Beyond the drainage and utility easement for the wetland areas on the plat, the plat
document also provides the necessary drainage and utility easements around the
perimeter of the site.
Based on our review, we would recommend approval of the Bonin Addition.
