Request for Purchase of Industrial Work Platform
On behalf of the Elk River Safety Committee, I am requesting council
approval for the purchase of one industrial work platform. The City of Elk
River Safety Committee has been hard at work identifying some of our safety
weaknesses and hazards within our city departments. One of the Safety
Committee's first priorities was the request to purchase an industrial
platform commonly called a high lift. Currently, our departments are using
stepladders and standing on top rungs at heights of fourteen feet or more for
changing light bulbs and other tasks at ceiling levels. This unsafe practice
needs to be addressed immediately and it was identified that an industrial
work platform should be purchased to help perform these duties and tasks in
a safe manner.
Case Hayward, from the Elk River Ice Arena, was in charge of requesting
proposals from various equipment companies for the purchase of an
industrial work platform. He received two quotes in reference to a Genie,
25S-DC Industrial Work Platform:
Rental Services Corporation
United Rentals
$5,913.00
$5,947.13
Each of the above quotes includes a one year service contract. On behalf of
the Elk River Safety Committee I would like to accept the proposal of United
Rentals, located in St. Michael, Minnesota in the amount of $5,947.13. United
Rentals is a local company that has an industrial platform in stock at this
time for immediate delivery. Also with United Rental and its location, our
service on the industrial work platform will be taken care of in an expedient
nature.

Memo to the City Council

I have spoken with Pat Klaers and Lori Johnson in reference to the funding
of this non-budgeted safety item. It was their recommendation that the
funding come from the council contingency fund at this time. The funding will
be reviewed at the end of the year and, if necessary, funding can ]~e sw~tchecl
from council contingency to insurance reserves.
The City of Elk River Safety Committee continues to work hard referencing
safety issues that need to be addressed within all of our city departments.
The purchase of the high lift is just one item that has been identified by the
Safety Committee for the improvement of employee safety within our
departments. I would like to thank Case Hayward for spearheading this
program for the purchase of the industrial work platform. Case Hayward is
also a member of the City of Elk River's Safety Committee, representing the
Elk River Ice Arena.
If you have any questions in reference to this item, please feel free to call me
prior to the council meeting at 441-4919.
