The District has already demonstrated its environmental conscience and innovated approach in designing their buildings. One such example is the Otsego Elementary School with its geothermal heating and cooling. I have been the Building and Zoning Administrator for the City of Elk River for fifteen years. During that time I have seen numerous missed opportunities to make buildings efficient and environmentally friendly. The reasons include a lack of coordination, a lack of knowledge and/or misinformation. A building manual will be an exceptional help to school administrators who need to make decisions outside their expertise. Eventually, standardized plans and specifications would save an enormous amount of money and problems every time a school is built. Building the first demonstration school in Elk River is a perfect fit with the city being designated as Energy City by Minnesota's energy industries and the Minnesota Environmental Initiative. As Energy City, Elk River acts as a geographical focal point for demonstrating energy efficient and renewable energy technologies and services. There are some very impressive demonstrations already calling attention to Elk River (e.g. the Elk River Landfill Gas-To-Electricity project selected as the US Environmental Protection Agencies' project of the year in 1998 and one of the world's largest single wind generator to be erected in Elk River this September). As the Chair of the Demonstration Subcommittee for Energy City, I have no doubt that it will commit its impressive expertise to aid the School District regarding the energy issues involved. 13065 Orono Parkway · P.O.
