Personnel Committee Recommendations
The Personnel Committee recently reviewed numerous positions to determine
whether position point value and pay grade changes were appropriate. One of
the following must occur before the Personnel Committee will consider
reviewing a position:
the department head must recommend a review based on a
substantial change in job duties
it is a new position or a department head position with a new
employee in the position
the Council has recommended that the position be reviewed
The Personnel Committee recently reviewed 12 employee positions that met
one of the above conditions. The committee has met and is prepared to make
recommendations on these positions with the exception of the Building and
Zoning department positions. All positions in the Building and Zoning
Department were reviewed as requested by the City Council. Each employee
completed a job analysis questionnaire, which was reviewed in detail by the
Building Official and by the Building and Environmental Administrator.
Based on that information the majority of the point rankings did not change.
However, there are one or two issues that are still being reviewed. The
Personnel Committee has now received additional information from the
Building and Zoning department on these positions, but has not had an
opportunity to meet to discuss the issues and make a recommendation.
Therefore, all recommendations on the Building and Zoning department

positions will be deferred until the committee has met. Hopefully, that
recommendation can be presented to the Council on July 17 or July 24, 2000.
The Personnel Committee is prepared to make a recommendation on the other
positions recently reviewed. The other positions reviewed include the
following:
o Sue Herrboldt - Building Maintenance
o Bob Mahutga - Mechanic
o Terry Bye - Park Foreman
o Marc Nevinski - Assistant Director of Economic Development
o Gary Leirmoe - Wastewater Treatment Plant Operator
Each of these employees completed a job analysis questionnaire that was
subsequently reviewed in detail by the department head. Based on the revised
position profiles for each of the positions, the Personnel Committee
recommends the following:

Consistent with past practice and Council request, the City Administrator will
make all pay recommendations for employees in positions that are changing in
pay grade. In addition, the City Administrator is recommending a change in
the pay grade for the Director of Economic Development. Please see the
attached memo from the City Administrator for pay recommendations and the
discussion regarding the Director of Economic Development position.
Finally, there are several other positions currently being reviewed that will be
brought to the Council for consideration before the end of the year. The
Planning Department has received job analysis questionnaires and is in the
process of completing them. Also up for review is the Liquor Store Manager
position. The Personnel Committee may also review some positions to
determine whether these positions should change from non-exempt to exempt
due to the nature of their duties.
Action Requested
The City Council is asked to approve the position point value and pay grade
changes stated above as recommended by the Personal Committee based on
revised position profiles developed from job analysis questionnaires completed
by the employees in these positions.
