Northstar Corridor Update
The Northstar Corridor Development Authority meeting held on July 6th included
discussions on preliminary engineering and a demonstration train ride. The
Authority received approval from the FTA to move forward to preliminary
engineering. This is a significant approval that allows the Authority to move on to
the next step in the development process. Attached is a copy of the development
schedule based on the recent FTA approval. The project is scheduled to be
completed by December 2004.
A public information/demonstration train ride has been scheduled for Thursday,
August 10th . Details of the demonstration run are currently being worked out.
Each City will be allocated a specific number of tickets which they will disperse.
Elk River has been tentatively allocated 40 tickets. The train will leave Elk River
about 12:00 and will arrive in St. Cloud about 12:52. Buses will transport
passengers back to Elk River. Details regarding where the train will stop in Elk
River and event activities are currently being worked out. The Authority would
like the train to stop at the proposed station site.
On Wednesday, July 12th staff met with the consultants regarding land use
around the proposed station site. Initial concept is for the station to be
surrounded Iow density residential. By Iow density the consultants mean less
than 8 units per acre. Staff will have a follow up meeting later this month to
discuss their proposed plan.
On Thursday, July 13th staff also met with the members of the project
management team to discuss the proposed maintenance facility. They have
identified an area south of the proposed station as the favored site for this facility.
The facility will require about 20 acres of land and will include a building to wash
the train cars and a building for cleaning and light maintenance. Some trains will
be parked over night as Elk River will be the starting point for some of the
morning trains. Trains will also be fueled at this site. Staff will be having follow up
meetings after the project management team has had a chance to analyze the

additional information provided by staff. Attached is a map showing the preferred
location on the south side of the track. They have also looked at a site on the
north side of the track, a site further east near Jarvis street and several sites in
west Elk River. The sites in west Elk River and near Jarvis Street are not under
going further consideration because of various negative aspects. The team will
also be looking at Big Lake as a possible site.

The Northstar Corridor Development Authority met in regular session on June 1, 2000, in the Board Room at
the Sherbume County Government Center, Elk River, Minnesota.

1. The meeting was called to order at 4:35 p.m.
A motion was made by Bob Erdrich, seconded by Jerry Leese and carried unanimously to approve
the agenda of June 1, 2000, as presented and the minutes of May 4, 2000, as presented.
3. Executive Committee Report:
A motion was made by Bob Erdrich, seconded by Patrick Caims, and carded unanimously to
approve Resolution #2000-4 dated June 1, 2000, wherein the Northstar Corridor
Development Authority (NCDA) selects the City of Rice as the northerly terminus station
for the Northstar Corridor Commuter Rail line and wherin the NCDA supports Mn/DOT's
continued planning efforts for the northern extension of the Northstar Corridor Commuter
Rail line from Rice to Camp Ripley.

A motion was made by Duane Grandy, seconded by Jerry Goebel, and carried unanimously
to approve a Shandwick budget amendment in the amount of $16,128.65 and a Shandwick
contract amendment in the amount of $31,128.65 to cover excess costs related to the direct
mailing in February 2000.
c)
A motion was made by Paul McCarron, seconded by Paul Ostrow, and carried unanimously
to authorize the chair to execute an amendment to the Shandwick contract in the amount of
$57,000 for professional services for the period of June through September 2000.
c)
The Executive Committee appointed Mark Stenglein to serve as the NCDA non-voting
representative on the Central Corridor Coordinating Committee and Paul Ostrow to serve as
the alternate.
4. Paul McCarron presented an update on legislative issues.
Ken Stevens and Rick Nau, BRW, Inc., presented a conceptual design report overview including
vehicle performance, vehicle service and inspection facility design, and fare collection procedures.

A station area planning workshop will be held on Wednesday, June 7, 2000, at 1:30 p.m. at the Anoka
County Government Center. The purpose of the workshop will be to provide information about transit
oriented development opportunities and to hear thoughts regarding the specific issues and opportunities
for the proposed station area in various cities. A follow up workshop will be held on Wednesday, July
12, 2000, at 1:30 p.m.

Mary Richardson, Richardson, Richter and Associates, provided an update on the Federal Transit
Administration (FTA) approval of the preliminary engineering. Staff expects to receive a final report
from the FTA within the next week.
Mary indicated that the NCDA has been working with Mn/DOT and waiting for final approval on the
Agreement between Mn/DOT and the NCDA.
Tim Yantos indicated that the NCDA is close to submitting applications to the FTA for approval of final
construction plans on the multi-modal stations. It is anticipated that construction of at least one of the
stations will begin in the fall of 2000.
The date of August 10, 2000 is the proposed public information demonstration project date.
A motion was made by Tom Gamec, seconded by John Norgren and carded unanimously to approve the
demonstration project budget in the amount of $75,000, authorize the Project Manager to incur
expenditures within the approved budget, and in accordance with the Anoka County Purchasing Policy,
and authorize the Executive Committee to approve necessary contracts within the approved budget.
The next meeting of the Northstar Corridor Development Authority is scheduled for Thursday, July 6,
2000, at 4:30 p.m. at the Sherbume County Government Center.
A motion was made by Patrick Cairns, seconded by Tom Wenzel to adjourn the meeting at 5:45 p.m.

FTA Approval of Preliminary Engineering
On June 22, 2000, the NCDA received notification from the Federal Transit
Administration (FTA) that the FTA has approved the NCDA's request to initiate
preliminary engineering. Additionally, the FTA has assigned an overall rating of
"recommended" to the project. The attached chart depicts the FTA's project approval
process.
The recommended rating results from an evaluation of the Northstar Project based on
criteria relating to the benefits and costs of the project, the transit supportive land use
activities in the Corridor and the local financial commitment.
The FTA's approval also includes the initiation of preliminary engineering for the
proposed Hiawatha LRT connection to the Northstar Corridor.

Federal Approval Is Major Step Forward For Commuter Rail Line
ANOKA, Minn., June 28, 2000 -- The proposed commuter rail line between the St.
Cloud/Rice area and dOwntown Minneapolis received approval by the Federal Transit
Administration (FTA) to enter the project into the preliminary engineering phase. The
move allows the Northstar Corridor Development Authority (NCDA) and the Minnesota
Department of Transportation (Mn/DOT) to continue planning for the proposed 80-mile
commuter rail route.
"This is one more major step forward for commuter rail in Minnesota," said NCDA
Board Chair Betsy Wergin. "By giving the Northstar Corridor a 'recommended' rating
and approval, the FTA is saying this project makes sense and should proceed. We've
passed another important milestone on our way to making commuter rail a reality."
Transit projects that receive federal funds must obtain approval from the FTA before
entering preliminary engineering. Factors considered in the rating of projects include
project readiness, overall project justification and local financial commitment.
The preliminary engineering phase involves the engineering of various elements of the
project, up to about 30 percent of completion. For the Northstar Corridor this phase will
include engineering of the station sites, rail improvements, park-and-fide facilities, and
train maintenance facilities.
In addition to project engineering, preliminary engineering will define the impact of
commuter rail on existing transportation services, such as buses; refine ridership
estimates; develop a detailed financial plan including a 20-year cash flow analysis that
covers capital and operating funds; and designate the project's management and
operating entity.

Preliminary engineering is expected to take about six months. No additional money is
needed for this phase of the project. The NCDA has funding to complete preliminary
engineering, begin final design and conclude the environmental review process.
Following completion of the preliminary engineering phase, the NCDA will submit an
application to the FTA for final design approval. That approval could be granted in early
2001.
Gov. Jesse Ventura, Mn/DOT and the Metropolitan Council all have declared that the
Northstar Corridor will be the state's first commuter rail line. The commuter rail line will
mn on existing tracks along Highways 10 and 47 and will include a feeder bus system
and park-and-ride lots.
"We are very fortunate to have the continued support of the governor, Transportation
Commissioner Tinklenberg, and other state and local officials," said NCDA Board
member and Anoka County Commissioner Paul McCarron. "They recognize the value of
the Northstar Corridor and how this project is an integral part of a comprehensive
transportation plan for Minnesota.
"Equally important, our congressional delegation, including Representatives Oberstar and
Sabo and Senator Grams continue to champion this project in Congress and provide us
with the needed federal funds to keep the Northstar Corridor rolling," added McCarron.
The Northstar Corridor is the fastest growing region'in the state. The NCDA is a joint
powers board made up of nearly 30 counties, cities, townships and regional railroad

RFPs for Preliminary Engineering of Stations, Maintenance Facility and
Other Project Elements
The conceptual plans for the Northstar Corridor commuter rail project, which are
generally considered to be about 10 percent of the total design, are nearing completion.
Preliminary engineering (PE), the next phase of project development, advances the
design from the concept plans to about 30 percent of design completion. In May, the
NCDA approved a contract with TKDA for the preliminary engineering of the track and
signature improvements to the railroad. There are additional parts of preliminary
engineering that must also be completed.
The Project Management Team is requesting approval to issue a Request for Proposals
for Preliminary Engineering for the Northstar Corridor commuter rail project from
downtown Minneapolis to Rice. The Scope of Services would provide for development
of PE documents for the 12 commuter rail stations, central control facility, maintenance
facility, and layover facilities. Concept plans for system elements such as train
operations, system safety and security, and general communications would be reviewed
and refined. The work would include updated cost estimates as well as the various .
detailed project management plans and other special studies and reports required by
the Federal Transit Administration as prerequisites to begin the Final Design.
Specifically, the NCDA must revise certain elements of the Project Management Plan,
including a risk management plan. A separate RFP will likely be necessary for the risk
management element of the Project Management Plan in order to secure the
appropriate expertise.
The work products expected from this effort would be combined with the PE from the
track and signal engineering previously approved by NCDA. The combined package
will be submitted to FTA together with a request to begin final design early in 2001.
Additional design and engineering work for locomotives and coaches is not a part of this
request. Staff is exploring alternative approaches to developing specifications for rolling
stock.

The estimated cost for this work is $1.0 million. Budgeted funds are available.
The proposed contract completion date is March 1, 2001. Responses would be
reviewed and a recommendation made to the Executive Committee on August 17 for
contract approval by the NCDA Board on September 7.

an RFP(s) for preliminary engineering for commuter rail stations,

The Northstar Corridor Development Authority (NCDA) is hosting a series of workshops
related to station area planning opportunities and transit oriented development (TOD).
The first workshop was held on June 7, 2000. At this workshop, the NCDA's consulting
team shared TOD opportunities with professional staffs from NCDA member
communities and, in turn, received feedback regarding specific opportunities and issues
in these communities. The consulting team consists of IBI Group, Irvine, California
(Transportation Planners and TOD specialists), Hoisington Koegler Group Inc.,
Minneapolis, Minnesota (Land Use Planners and Landscape Architects), and ZHA Inc.,
Annapolis, Maryland (Economic Feasibility and Market Analysts).
At the second workshop, the consulting team will present land-use scenarios for each
station location, for your review and critique. This workshop will be held on July
12, 2000 at the Anoka County Government Center, 7th floor, from 1:30 to
4:30 p.m. Two sessions are planned*. The first session will be for municipalities from
Elk River to Rice. This session will run from 1:30 to 3:00 p.m. The second session will
be for municipalities in the metropolitan area (Minneapolis to Ramsey). This session
will meet from 3:00 to 4:30 p.m. We request your attendance at this workshop and
encourage you to invite other city council members and county commissioners you feel
would be interested in participating.
