MAIN STREET CONSTRUCTION
CITY OF ELK RIVER, MINNESOTA
Dear Council Members:
A few meetings ago, the City Council considered the bids for the Main Street construction
associated with the Elk River Crossing development. At that time, the City Council awarded the
contract by motion with two conditions. Those conditions were that the Elk River Municipal
Utilities agree to pay their share for the watermain improvements and that the developers of Elk
River Crossing place with the City an amount equal to their share of the construction cost. Both
of these conditions have now been met. Therefore, attached is a resolution awarding the street
construction project to Hardrives, Inc. At this time, we would recommend City adoption of this
resolution.
If you have any questions regarding this issue, I will be in attendance at your August 14, 2000,
City Council meeting.

RESOLUTION 00-
A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION ACCEPTING BID AND AUTHORIZING
EXECUTION OF CONTRACT IN THE MATTER OF THE
MAIN STREET IMPROVEMENTS BETWEEN CSAH 13
AND THE RAILROAD OF 2000
WHEREAS pursuant to City Council direction, competitive bids were solicited and received
for the Main Street Improvements between CSAH 13 and the railroad; and
WHEREAS the City Council has considered the amount of the bids and the responsibility of
the bidders and determined that Hardrives, Inc., is the lowest responsible bidder;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River, Minnesota:
1. The Mayor and City Administrator are authorized and directed to execute, on behalf of
the City, such contract with Hardrives, Inc. as is approved by the City Attorney, for the
completion of the Main Street Improvements between CSAH 13 and the railroad to the
approved plans and specifications designed by City Council Resolution.
The City Administrator is authorized and directed to forthwith return to all bidders the
deposits made with their bids upon execution of the contract specified above.
Passed and adopted this 14th day of August, 2000.
