RE: SEWER LINING PROJECT
CITY OF ELK RIVER, MINNESOTA
Dear Council Members:
Gary Leirmoe, City of Elk River Sewer Department Chief Operator, brought to the attention of
City Staff an area within the City where the existing day sanitary sewer had degraded to the
point where it was no longer functioning properly. This area is Holt Avenue from 8t" Street to
School Street, 8~ Street from Holt Avenue to Gates Avenue, and Gates Avenue from 8th Street
to School Street. After examining options for repair, it was determined that the most cost
effective and feasible option would be to line the existing sewer in place without disrupting the
roadway. The project was advertised in accordance with MN Statue 429 and competitive bids
were received.
Bids were opened on July 24, 2000. The following table provides a summary of the bidders and
their total bids.
Insituform Tech USA, Inc. $38,805.00
Lametti & Sons, Inc. $53,340.00
This work is to be funded by the sewer funds. Insituform Tech USA, Inc. is a reputable firm and
has successfully completed similar projects. Therefore, we would recommend award to
Insituform Tech USA, Inc. as the lowest responsible bidder in the amount of $38,805.00.
Attached is a resolution for the City Council's consideration, which would award this project to
Insituform Tech USA, Inc.
If you have any questions regarding this issue, I will be in attendance at your August 21, 2000,
City Council meeting.

RESOLUTION 00-
A RESOLUTION OF THE CITY OF ELK RIVER
A RESOLUTION ACCEPTING BID AND AUTHORIZING
EXECUTION OF CONTRACT IN THE MATTER OF THE
SEWER LINING PROJECT
WHEREAS,
pursuant to City Council direction, competitive bids were
solicited and received for the Sewer Lining Project; and,
WHEREAS,
the City Council has considered the amount of the bids and
the responsibility of the bidders and determined that
Insituform Tech USA, Inc., is the lowest responsible bidder.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Elk River, Minnesota:
The Mayor and City Administrator are authorized and directed to
execute, on behalf of the City, such contract with Insituform Tech USA,
Inc. as is approved by the City Attorney, for the completion of the
Sewer Lining Project to the approved plans and specifications.
The City Administrator is authorized and directed to forthwith return
to all bidders the deposits made with their bids upon execution of the
contract specified above.
Passed and adopted by the City Council of the City of Elk River this 21st day
of August, 2000.
