This plat is the second phase of the preliminary plat Hillside Estates 9th Addition. The preliminary plat consisted of 61 lots approved on April 19, 1999. The first phase received final plat approval for 15 lots on February 22, 2000. The final plat for Woods of Hillside Two consists of 21 lots. The final plat includes the extension of 193rd Avenue to the east and the construction of Zane Street between 193rd and 195th Avenues. 13065 Orono Parkway · P.O. The layout of the lots is consistent with what was approved on the preliminary plat. No outlots are proposed as part of this plat. There is a large wetland located on lots 1 and 2, Block 3 and a smaller one on Lots 4 and 5, Block 2. These wetlands need to be covered by drainage and utility easements. Grading, Drainage and Utilities Grading, drainage and utility issues are addressed in the City Engineer's memo. Streets As part of this final plat 193rd Avenues will be extended about 800 feet east from its current terminus at Auburn Street. In a future addition 193rd will be extended further to the east. Zane Street will be constructed between 195th Avenue, which is part of Woods at Hillside, and 193rd Avenue. The proposed streets are consistent with what was approved on the preliminary plat. Park and Recreation The developer will be required to pay park dedication fees for the 21 lots. Recommendation A developers agreement outlining the terms and conditions of the plat approval and installation of improvements be prepared and executed prior to releasing the plat for recording. 2. A letter of credit be provided to the city in the amount of 100% of the costs of the public improvements. Upon completing all of the improvements and having them accepted by the city, a warranty bond in the amount of 25% of the improvement costs shall be submitted to the city for the period of one year. 4. Surface water management fee in the amount required by the city at the time of final plat be paid prior to releasing the plat for recording. 5. A sealcoat fee in the amount to be determined by the City Engineer be paid to the city prior to releasing the plat for recording. A grading and erosion control plan and development plan be approved by the City Engineer prior to the issuance of building permits. 7. A landscape plan and clearing and tree protection plan shall be approved prior to releasing the plat for recording. 10. AIl comments of the city Engineer shall be addressed. 11. Box 490 Elk River, MN 55330-0490 RE: WOODS OF HILLSIDE TWO Dear Mr. HaMicker. As you requested, we have reviewed the final plat of the Woods of Hillside Two. The plat contains 21 lots located generally south of Woods of Hillside 1st Addition. The only comment we would have is that the final plat appears to be lacking soma drainage and util~ easements. There is a wetland in the southwest comer of the development which does not show with a drainage and utility easement on the final plat. Also, storm drainage collected from the streets will need to run through a storm sewer pipe to this wetland. We believe one of the lot lines will need a wider drainage and utility easement to accommodate the storm sewer pipe. With the exception of these few comments, we believe the final plat mirrors the preliminary plat for this area. Therefore, we would recommend approval of the final plat of the Woods of Hillside Two.
