Subject: BUILDING ACCESS/
ALARM SYSTEM UPGRADE
This is to inforin the city council of the problems we have been having
with our security system and card key access systems at the City Hall
complex.
Over the past couple years, our security system has acted up numerous
times causing problems for us to get into the building. We also have
been having numerous problems with the access cards that we assign
te~aaployees. They cost approximately five dollars ($5.00) and they
are not very durable. If an employee has their card in their pocket and
they bump into something, the card has a good chance of breaking in
twvo (2).
Another problem has been that it sometimes takes many swipes with
your card to gain access.
The problems stated above have become more frequent, so I
complained to the company that installed the system originally in
1993. Because of all the problems we have had in the past couple
years, General Security Services Corporation (GSSC) has offered us
the opportunity to upgrade our system at a reduced price. The new
system would be PC based and would be much more "user" friendly
than our current system.
They would also change out all of our existing card readers with
proximity readers, which are much more reliable. They would also
provide us with new access keys that resemble an electronic car lock
opener.
With the new access keys, you would need only get close to the
proximity reader and the door will unlock.
We have been testing the new system for the past two (2) months and
have found it to work very well. I am, therefore, requesting
authorization to purchase the new system in the amount of $10,401.70.
The money to cover this expenditure would come out of the police and
administration budgets.
