The Council indicated that it wanted to discuss upcoming worksession agendas at this July 6,
2004, meeting.
The July 12 agenda looks like the following:

The tentative agenda for the August 9, 2004, worksession looks like the following:

A special Council meeting will be needed on August 23 and/or August 30 to review the 2005
budget proposal. The September 13 worksession may need to be dedicated to the 2005
budget. The proposed maximum tax levy needs to be certified to the County by September
15, 2004.
The October 11 worksession should include a follow up to the organizational structure
proposal; a follow up on the three Brimeyer worksessions; and a follow up on the December
2003 proposed city administrator/City of Elk River work program.
Possible agenda topics for worksessions were reviewed with the City Council on June 7,
2004. (See attachment) Also attached is part of a memo dated October 22, 2003, which I
distributed to department heads regarding possible worksession agenda topics.

Hi Pat,
For the July 12th City Council meeting, I have Jay Michels, MN Erosion Control Association scheduled. I haven't
given him a time frame but I was thinking he could speak for about 20 minutes and then have a 10 minute
question/answer period. This presentation was a request from Commissioner Kuester and is also a requirement
for our NPDES permit. The information that will be presented will be, helpful as I continue working on the City's
Stormwater Ordinance.
Commissioner Kuester was also interested in having someone talk tO the Council about ditch law. At this time,
am not exactly sure what the Council wants to know or who I should contact to speak.
Please let me know if the time frame for Jay is appropriate and also if I should try to arrange for someone to
speak about ditch law. Thanks.

Nonpoint Education for Municipal Officials (NEMO)
When thinking of Minnesota, one's thoughts naturally drift toward sparkling blue lakes, verdant
forests, and gleaming fields of snow and what is described as "The Good Life"; but more and
more, we are seeing our abundant natural resources being consumed by the onslaught of
development. In the Twin Cities Metropolitan area it is estimated that there will be an additional
950,000 residents and 450,000 homes by 2030 and that is only in the seven county metro area!
The Twin Cities are not alone. We are seeing small communities throughout the State faced with
the same challenges. Development pressures are immense and the effects on our natural
resources and receiving waters are tremendous.
As part of the City's NPDES Permit, Jay Michels from the Minnesota Erosion Control
Association will be giving a brief presentation to you on July 12, 2004 on Project NEMO
(.~onpoint source pollution Education for Municipal Officials) which is a nationally recognized
educational program for land use decision makers that addresses the relationship between land
use and natural resource protection.
The basic NEMO educational presentation - Linking Land Use to Water Quality - explains the
links between land use, water quality, and community character. Beyond the basics, Northland
NEMO works with the community through additional presentations, materials, and guidance to
help move forward on the two major aspects of natural resource-based planning which are
planning for areas to be preserved, and planning for developed or developing areas. Northland
NEMO has had overwhelming interest in this program from the target audiences and the results
have been impressive. The program is already starting to see changes to local plans and
ordinances and requests for more follow up information. The momentum for NEMO is building
and, with the help of their partner organizations, Northland NEMO will help Minnesota protect
its natural resources while facing the pressures of development.

Boys and Girls Club Presentazion
Don Hemzman, Luna HuberV, and Duane Howard of th~ Boys and Girls Club were in
attend.~nce and made a presentation to the Council re§~rding the current stares of the Boys and
Girls Club and to request a city p~rmership in funding two positions within the Club as
described in the in£ormarion from the Boys and Girls Club included in the staff report.
Council and staff discussion took place on the Boys and Girls Club request, including the
authori~ the city has to fund these positions.

TVEITE TO FUND THE TWO POSITIONS AS ~QUESTED WITHIN THE BOYS
AND GIRLS CLUB WITH THE UNDERSTANDING THAT IT IS PROGRAMMING
THAT IS BEING FUNDED AND THAT THESE POSITIONS WILL WORK
CLOSELY WITH THE POLICE DEPARTMENT AND WITH CITY RECREATION.
Motion failed due to lack of Council vote.

City Engineer Terry Maurer indicated that Miles IYmutson came to open mike asking for the City
Council assistance in paving Naples and 186th. Mr. Maurer has researched the fide and reviewed
the city's options with the Council. Mr. Maurer stated that the city does not have ali the
easements needed to pave the streets. Mr. Maurer also stated that the city has enough easements
to do a very small part of the project on Naples. The city could let the neighborhood residents
discuss it amongst themselves and come back before the Council when a solution is reached, or
the city could inform the residents that they will not pave! the area within the sewer and water
district that has lots without these services and see if any of them are interested in getting dry
sewer and water.
Discussion took place and it was the consensus of the COuncil to allow Mr. IZ-mutson to talk to
the two property owners that did not return their executed easement agreements and see if they
will change their minds and then come back before the COuncil.

City Adminisn:ator Pat Klaers reviewed the tentative agenda for the June 14, 2004 City Council
worksession and asked for Council feedback on this ager~da as well as items they wish to be
added to future worksession agendas.
Council feedback listed issues for future worksession agehda items as follows: · Downtown redevelopment
· Transportation related issues as related to the County's transportation plan
· Library discussion (activities, funding, and expansion)
· Natural resource inventory (what is the next step)
· Affordable housing
Board/commission communication ('Mr. I~daers noted that this item w/il be
discussed at the June 14 or July 12 worksessions)
Councilmember Motto stated that he would ILke to see time at each meeting set aside for an
open forum type discussion that would allow the Counci/ to throw out ideas and voice any
concerns.
Other Business
Councilmember Motto reviewed with the Council the dis :ussion that the EDA Finance
Committee has been having regarding eliminating incenUtCes at the West Business Park.
Councilmember Motin stated that the Finance Committeie is meeting again 9n Wednesday, June
9 to continue discussion on this item and asked the council to let him or Councilmember Tveite
know if they have any strong feelings on this item.
Councilmember Dietz indicated that he would Like to see the Administration items moved to
after the Planmng items on the third Monday of the month's Council meeting agenda.
Topics for worksessions with the City Council are not hard to identify Some topics may be
brief one-half hour type of discussions while other topms may be one and one-half to two hour
discussions and/or require more than one meenng. The intent of the worksession ~s £or the
Council, in a more relaxed environment, to discuss the pros and cons of various aspects of an
issue without any nme pressures to move on to the next agenda item or pressure to make a
decision that evening. Hopefully, toward the end of each worksession topic a consensus can be
reached so then when the issue gets before the City Council for a vote, then the discussion can
be brief (depending upon the public's interest on the topic). Of course, all worksessions are
public meetings and open to the public.

for worksessions may include the following:
Parks and Trails (Master Plan, acqmsirion and development schedule, financing, etc)
Comparable Worth (and city pay plan study)
Implementation of the Comprehensive Plan
Transporranon Plan Implementation Strategies
169 Interregional Corridor Intersections (development plans, Mn/DOT schedule:
northeast corner of 169/Main, etc)
· City Staff Organization Structure (ten year plan)
· Pavement Rehabilitation Program (overall plan and Phase II in 2005)
· Gravel Mining (time table for reclamation, land uses, development process,
transportation system, etc.)
· Street Department Site (Master Plan, land use plan/layout, and permanent compostmg
site options)
· Police Department (ten year staffing and organization plan, CIP, and plans for
additional, new, or ongoing services)
· Storm Water Management (funding options for truck system, future of the county
ditches, etc)
