SUBJECT: Rapid Sports Center
Rapid Sports Center received both a transient merchant license and a general planning
permit to allow setting up a tent for outdoor boat sales on Corbom's property for the dates
of June 25 through June 27, 2004.
This morning Tom Marshall of Rapid Sport Marine Center inquired if they could do this
same event during July.
In checking with Planning Director Michele McPherson, I learned that a general planning
permit is valid for the calendar year. A transient merchant license is valid for 30 days within
a 365-day timespan.
Keeping this in mind I told Mr. Marshall that the permit and license were still valid with the
same conditions as before.

Background
Mr. Jacobson has made application for a Transient Merchant License to sell boats from a
tent in the Coborn's parking lot. The dates of sale include June 25 through June 27, 2004.
The applicant will begin setting up for the event starting June 22, 2004. Mr. Jacobson has
received written permission from Cobom's. Mr. Jacobson has successfully passed the
background check.
Action Requested
Council motion approving a Transient Merchant License for Mr. Jacobson to sell boats from
a tent in the Coborn's parking lot during the above mentioned dates.

Overview
Rapid Sport Marine Center is requesting a general planning permit to set up a tent for
outdoor boat sales in the Corbom's parking lot. The size of the tent is about 60' X 100'
(6,000 sr.) and will be located in the southwest corner of the parking lot, adjacent to
Valvoline Oil. There ~vill also be an outdoor display area along Evans Streets, adjacent to the

tent. About 39 parking spaces will be occupied by the sales area. The sale will run from
Thursday June 24h to Sunday June 27h. There will be 20 to 30 boats on display. Setup will
occur on June 22~d and 23~d. The tent will be taken down on Monday, June 28th.
Recommendation
It is recommended that the City Council approve the request for a general planning permit
to allow Rapid Sport Marine Ce.nter to set up a tent on Corborn's property with the

1. The tent and the area around the tent be maintained free of debris and kept in an
orderly condition.
2. The location of the tent be consistent with the submitted site plan.
3. The tent be removed within one day of the end of the sales period and the site be
returned to its previous condition.
