SUBJECT: YMCA Feasibility Study
As previously reviewed with the City Council, the city and representatives of
the YMCA have been discussing the possibility of bringing a YMCA facility to
the community. The first step in this process is to conduct a market feasibility
study in order to determine such things as potential membership, preferred
siting, and desired programs. This market feasibility study does not deal with
capital funding issues.
The Board of Directors of the YMCA of Metropolitan Minneapolis has
authorized the YMCA to equally share the cost of a market feasibility study
with the City of Elk River. Details on the feasibility study proposal are
expected on Thursday, September 7, and may or may not make it into the
packet. (The packets will be completed on Thursday due to work and staffing
issues related to the September 12 primary election.)
The council previously discussed funding its share of the feasibility study in
2000 by using the city council contingency fund. The feasibility study will take
three or four months and results will not be available until early 2001.
Originally it was assumed that the maximum cost for a feasibility study was in
the $30,000 range and, if this holds true, our share would be up to $15,000.

you are aware, the YMCA has had preliminary discussions with several staff
members from your city administration and is interested in pursuing the concept
of bringing a YMCA to your community.
In order to move forward in this project, the YMCA of Metropolitan Minneapolis
would like to conduct a market feasibility study. Our Board of Directors has
authorized the YMCA to equally share the cost of such a study with the City of
Elk River.
