Northstar Corridor Update
The Northstar Corridor Development Authority (NCDA) meeting held on
September 7th included a summary of the demonstration project, a report on a
proposed baseball stadium at the downtown Minneapolis station site and an
overview of the Advanced Corridor Plan. The demonstration project was very
successful. It was well attended and received a large amount of media coverage.
Another proposal that also received media coverage was a proposal to construct
a baseball stadium adjacent to the downtown Minneapolis commuter train
station. Minneapolis has put together two committees to look at the proposal. The
last item discussed was the Advanced Corridor Plan. There seemed to be some
confusion about what communities should be looking at and the time line. The
plans submitted as part of the Advanced Corridor Plan are only at a 10%
completion level. This means that they are just at a concept plan level. However,
this is the only opportunity that cities are going to get to comment on the station
design and location. Staff, with input from the Planning Commission and the City
Council, will put together a comprehensive list of comments and concerns. Cities
will have the option of approving the Advanced Corridor Plan without comments,
approving the Plan with conditions or disapproving the Plan with amendments
needed for to withdraw its disapproval.

August 3, 2000
The Northstar Corridor Development Authority met in regular session on August 3, 2000, in the Board Room at the
Sherbume County Government Center, Elk River, Minnesota.

I. The meeting was called to order at 4:30 p.m.
A motion was made by John Norgren, seconded by Jerry Leese and carried unanimously to approve
the agenda of August 3, 2000, as presented and the minutes of July 6, 2000, as presented.
Executive Committee Report:
a) A motion was made by Paul McCarron, seconded by John Norgren and carded unanimously to
approve the final draft EIS schedule as presented.
b)
A motion was made by Paul McCarron, seconded by Art Daniel, and carried unanimously to set
the NCDA/Mn/DOT Public Hearing on the physical design component of the Plan for
September 7, 2000.
A motion was made by LeRoy Pauley, seconded by Carl Yilek, and carried unanimously to approve
Resolution #2000-5 authorizing the NCDA to enter into Agreement No. 80272-R with the Minnesota
Department of Transportation for the Coordination of Commuter Rail Activities, and authorize the
Chair or Vice-Chair of the NCDA to execute said Agreement.

A motion was made by John Norgren, seconded by Ken Paulson, and carried unanimously to
approve Resolution #2000-6 authorizing the NCDA to enter into Amendment No. I to Grant
Agreement No. 78569 with the Minnesota Department of Transportation, and authorize the Chair or
Vice Chair of the NCDA to execute said Agreement.

A motion was made by Dan Erhart, seconded by Duane Cekalla and carried unanimously to
authorize the chair to finalize negotiations and execute an Agreement for Technical Services with
BNSF with the term of September 1, 2000 to March 31,2001, with the contract amount not to
exceed $40,000, and the scope of services to review documents relating to the preliminary
engineering of track and signal improvements and to approve further development into final
design.

A motion was made by Paul McCarron, seconded by Bob Erdahl and carried unanimously to approve
Resolution #2000-7 whereby the Northstar Corridor Development Authority accepts the donation of
waste management services from BFI for the Northstar Corridor Commuter Demonstration Project -
August 10, 2000.
A motion was made by John Norgren, seconded by LeRoy Pauley and carried unanimously to
approve Access and Indemnification Agreements for: Cobblestone Development, Inc., Investment
Management, Inc., Morrell Companies, Maynard A. Nielsen and Pan O-Gold Baking Company,
Inc.and authorize the chair to execute the indemnification agreements.
The Committee reviewed the commuter rail demonstration ticket distribution list. No action taken.
Dave Showalter, BRW, reviewed the Advanced Corridor Plan.
A motion was made by Donald Jolly, seconded by Duane Cekalla and carried that the NCDA hereby
requests that the City of Minneapolis review their policy as it relates to parking at Minneapolis
commuter rail stations and request a written response from the City of Minneapolis.
A motion was made by Mark Stenglein, seconded by Paul McCarron, and carried unanimously to
approve the Advanced Corridor Plan for submittal to the governing bodies of all cities, counties and
townships along the Corridor for review and comment; those governing bodies with station locations
must submit their recommendation and approval within 45 days, per the statutory requirement, to the
NCDA.
Gary Andrishak, IBI Group, presented an update on the Station Area Planning Workshop and transit
oriented development activities in communities with station location.
A motion was made by Steve Billings, seconded by John Ellenbecker, and carried unanimously to
approve Amendment #1 to the Agreement with the IBI Group adding the scope of services to include
providing station area planning assistance to cities, increasing contract amount by $60,000 and
authorize the Chair to execute the Amendment.
Discussion was held on the commuter rail tour in Seattle and Vancouver planned for October 2 and
3, 2000, with the possibility of continuing on to the Rail-Volution Conference in Denver, October 4
through 8, 2000. Members interested should contact Mary Richardson, Richardson, Richter &
Associates, as soon as possible.
The next meeting of the Northstar Corridor Development Authority is scheduled for Thursday,
September 7, 2000, at 4:30 p.m. at the Sherburne County Government Center.
The meeting was adjourned at 6:55 p.m.

At its May meeting, the Executive Committee established a task force comprised of Paul
McCarron, Steve Billings and Rick Speak to address performance issues with the
Shandwick contract. The task force identified three areas of concern with regard to
performance, including 1) project management, 2) quality assurance, and 3) political
sensitivity. The task force directed staff to work with Shandwick to address its
performance in these problem areas. The task force is reviewing Shandwick's
performance, and will recommend at the September meeting of the NCDA to either
extend Shandwick's contract for the remainder of the year or to procure a new public
information/public involvement firm.
Action Requested: Consider approval of the Task Force recommendation regarding
public information services.
