City of River MEMORANDUM TO: FROM: DATE: SUBJECT: Mayor and City Council Scott Harlicker, Senior Planne~ September 18, 2000 Case No. CU 00-31 Request by Independent School District for Conditional Use Permit for Interim Use; Public Hearing Request The School District is requesting an interim use permit to continue the use of a temporary parking lot connected to the west of the existing paved parking lot between the Senior High and Vandenberg. This parking area was constructed in the middle of the 1999-2000 school year. Attachments · Location map · Map of parking lot · Staff report to City Council dated 12/13/99 Overview On December 13, 1999 the City Council approved a request by the School District to use the athletic field between the Senior High and Vandenberg as a temporary parking lot for the remainder of the 1999-2000 school year. The School District wanted to use this area to replace parking lost when they closed the parking lot at the Oak Knoll baseball fields. The School District is again requesting to use the same field as temporary parking. They would like to use this area as parking from August 15, 2000 to June 15, 2002. As they did last year, no improvements are proposed for the area, including Class ¥. The area will be about 345 feet long by 135 feet wide and delineated with stakes and ropes. Staff suggests that because this will be used for at least one full school year, a more durable surface such as class five be installed. Once funding can be found, additional permanent parking will be provided west of the present lot. At that time, the School District will be back before the City with a request for a conditional use permit for the permanent parking lot. Planning Commission Meeting At the Planning Commission meeting held on August 22nd, no one spoke at the public hearing. Ron Bratlie, representing the school district, explained the reason behind the request and that this proposal was temporary and part of a two phased plan to expand the student parking area and eliminate a portion of the parking lot on the north side of the high school. The Commission discussed the proposed length of the interim use permit, which is 2 years. They felt that 2 years was too long and recommended approval of the temporary parking lot for one year, until June 15, 2001. Recommendation The Planning Commission and staff recommend the City Council approve the interim use permit for a temporary parking lot with the following conditions: 1. The interim use permit is effective from August 15, 2000 to June 15, 2001 2. The parking area is to be surfaced with class V. Attachments · Location Map · Letter from Ron Bratlie, Director of Support Services, lSD #728 · Map of Parking Lot, New Parking Area Analysis In order to prevent students from crossing Proctor Road, the School District has decided to dose the parking lot adjacent to the Oak Knoll baseball fields/park. Students are currently crossing Proctor Road in the middle of the street and not using the approved crosswalk. To provide additional parking, the School District would like to allow parking in a designated area on the athletic field between the High School and Vandenberg. The area would be marked by stakes and strings and would provide four rows of additional parking. Access would be gained through the "welcome center" off of School Street. At this time, the School District is proposing no improvements to this area, including no class V. This area is proposed to be Phase 11 of the parking lot expansion. While the zoning ordinance does not address "temporary" or "interim" uses at this time, approval of this request is appropriate for public safety reasons. The School District is requesting use of this area until June 15, 2000, at which time the area should be restored, the parking lot expanded (if the referendum passes), or an Interim Use Permit be approved. 13065 ()rom} Parkxvay · P.O. The area will be restored, or a more permanent solution (class V or asphalt) will be constructed prior to the beginning of the 2000 school year.
