RE: UPDATE ON CURRENT PROJECTS
Dear Council Members:
This correspondence is intended to provide a brief written follow-up to the projects listed
in Pat Klaer's memo to the City Council.
1. Signals on County Road 1 at School Street and County Road 77
As the City Council is aware, this is a County project. The County has recently
indicated to the City that two small easements are needed for the School Street
installation. We have prepared the documents and sent one to the School
District for their consideration. The other was passed on to Howard Roston, City
Attorney, for acquisition from the apartment complex at the southeast corner of
the intersection of School Street and County Road 77. Sherburne County has
recently opened and awarded the bid for these two projects to Design Electric,
Inc. They are in the process now of scheduling a preconstruction meeting,
anticipating that the easements will be forthcoming. This would indicate that
construction will likely occur this fall, with delivery of signal equipment and
installation sometime in the winter months.
No Parking Signage and Crosswalk at East Side of Lowell Avenue on Main
Street.
Phil Hals has received a few calls regarding concerns about the difficulty in
crossing Main Street at Lowell Avenue with cars parked in that area and no
designated crosswalk. Apparently, senior citizens from south of Main Street use
this route to walk over towards the convenience store/gas station located near
Highway 10 for minor groceries. It may also be used just as a walking route. I
have been working with Phil Hals to prepare a proposal relative to eliminating
one or two parking stalls on the south side of Main Street and potentially
installing a painted and signed crosswalk at this location. When more specific
information is available relative to our proposal, we will present it to the City
Council.

3. Business Center Drive/Waco Street
City Council discussed the bids for this project several meetings ago, and by
consensus indicated the project would be awarded once the final plat of Elk Path
Business Center was filed and all the necessary paperwork was in place from
MnDOT. We have been waiting until Monday of this week for the MnDOT
paperwork to be complete. It is now complete; therefore, attached are a memo
and a resolution formally awarding the Western Area Phase IV improvement
project to Richard Knutson, Inc. We would recommend adoption of this
resolution. The Contractor has started some preliminary work in the area last
week. Major work should begin in the near future. It would be our intent to get
as much construction done as weather permits this fall.
4. Holt/Irving Sewer Main Lining
This is a project that the City Council awarded a couple of meetings ago. We
have just completed the paperwork with the Contractor for this project and held
the preconstruction conference. We are prepared with a newsletter to be mailed
to the affected property owners. The work should be accomplished sometime
during the middle of October.
Highway 169/County Road 33 Signal (temporary) and Interchange Projects
for 2003
MnDOT has hired a consultant, EnviroScience, to provide a scoping document
for the proposed interchange at TH 169 and County Road 33. Along with Steve
Rohlf, Councilmember Dietz, and Scott Harlicker, I recently attended a Technical
Advisory Committee meeting relative to this interchange. Attached for your
information is the packet of alternatives they are considering for the design of the
interchange. I will be available to discuss these options in more detail. However,
it should be noted that it is staff's opinion that Alternative No. 1 would be the
most desirable.
Another item that should be noted regarding the same intersection has to do with
the proposed temporary signal. As the City Council is aware, MnDOT has
agreed that a temporary signal is warranted at this intersection and was prepared
to install it in 2001. It was originally planned to be installed in 2000, but due to
funding necessary for the County portion of this project, it was pushed back one
year to allow for budgeting of these moneys. This was before money became
available for the proposed interchange at this intersection. MnDOT has indicated
to Sherburne County that the County may install a temporary signal here. We
believe it is important that the temporary signal be installed even though an
interchange is planned for 2003. We believe this because of potential traffic
safety issues at this interchange due to the large number of gravel trucks
accessing the highway at this point. We think that the signal will serve a useful
purpose in maintaining traffic during the construction of the interchange. The
interchange is planned to be bid in early 2003 and it is anticipated it will take at

least two construction seasons to complete. This would indicate that the
interchange will not be fully operational until sometime in 2005. Therefore, a
temporary signal installed early next year would be operational for four to five
years. For the City Council's consideration, we have prepared a draft resolution
that would indicate to the County that the City Council wants the temporary
signalization of this intersection to proceed.
6. East Elk River Public Improvement Project
There are several projects ongoing in the East Elk River area. Work is
proceeding on Tyler Street south of County Road 12. This portion of the City
project will be substantially complete with the final lift of bituminous and signing
and striping of the road yet this fall. North of County Road 12, the road has
proceeded as far as it can prior to connecting to County Road 13. The first lift of
blacktop is on this portion of Tyler Street north of County Road 12.
The Main Street/TH 169 project is starting to take shape. As of the time of this
correspondence, the first lift of blacktop was on all portions of Main Street east of
TH 169. The watermain was all installed west of TH 169 and the Contractor was
in the process of reconnecting services to the new watermain, after which the
paving of the roadway can proceed. We believe that within the next three weeks
Main Street will be opened to unrestricted traffic.
The County Road 12 project has begun this fall. The Contractor is only going to
construct the first approximately 3,000 feet of the roadway. That would go from
the intersection of County Road 13 to about 400 to 500 feet east of Tyler Street.
This should be complete with curb and gutter and the first lift of blacktop before
the onset of winter.
The completion of the northern end of Zane Street in Elk River Crossing has
begun this week. The surcharge is being removed, utilities installed, and a
temporary street surface put in place. The roadway will be temporary in nature
because there may be some minor additional settlement that can be anticipated
through the next year. Therefore, this roadway will be monitored to determine if
settlement continues to occur. Approximately a year from now, a decision will be
made relative to the completion of the final roadway including the concrete curb
and gutter. Until such time, a portion of the Developer's money will be withheld
to ensure that there are sufficient funds available to construct the permanent
roadway.
The other project in this area is 175th Street improvements. City Council had
originally directed that this project should proceed in 2001. Staff is continuing
work on this schedule, anticipating that a neighborhood meeting would be held
on October 17. At that meeting, the concept of landowners giving easements in
exchange for no street assessments will be discussed with the residents and
easement documents will be distributed. This will initiate the land acquisition
phase. As I have indicated in the past, plans for this project are approximately

75% complete and will be completed by the spring of 2001. The one hang-up
this project may encounter in being constructed in 2001 is that County Road 12
will be under construction for a good portion of the year. At a later date, a
decision can be made whether or not to begin the project on 175th Street later
during the 2001 construction season or to hold it back until the spring of 2002.
7. Auburn Street
As Council has directed, I have organized and facilitated a meeting of staff
members to brainstorm and discuss options for dealing with the neighbors'
complaints regarding the amount and speed of traffic on Auburn Street. I am
currently preparing a draft of the minutes from that meeting which will be
reviewed by all attendants and will be available to present to the City Council at
an upcoming meeting.
8. Pavement Replacement Program
It is my understanding that a pavement replacement program was discussed
briefly during the recent budget cycle. City staff has done a substantial amount
of work on this project several years ago. The project sat for awhile as the East
Elk River project proceeded through design and on to construction. At any
appropriate time, staff would be available to present the pavement replacement
program to the City Council as a whole for their consideration and direction. It is
my understanding that initiation of this project may not happen until 2002 or
2003, depending on the availability of funding. It still would be a worthwhile
exercise to get the program into shape and understand what is involved prior to
initiating the first project.
9. Highway JO/Main Street Intersection
Based on City Council's recent discussions, we have started to revisit this issue
and will in the next few weeks be available to present some findings and options
to the City Council for their consideration. Timing is appropriate for this project
as one of the funding scenarios we can consider would be application for a TEA-
21 grant when the next round of solicitations occurs in late November.
This is just a brief update on each of these projects. I will be in attendance at your
September 25, 2000, City Council meeting and will be able to discuss any of these
projects in greater detail.

AWARD OF PROJECT
Dear Council Members:
Bids were opened on Friday, August 11, at 10:00 a.m. for the above-referenced project.
Richard Knutson, Inc., was the Iow bidder in the amount of $1,341,751.66. As discussed at the
August 14, 2000, City Council meeting, award of the project was conditioned upon the final plat
of Elk Path Business Park being recorded with Sherbume County and that the City receive a
fully executed set of plans from MnDOT. The plat was recorded and we have received the
necessary paperwork from MnDOT including a signed set of plans and a fully executed
agreement. Therefore, attached is a resolution awarding the Western Area Phase IV
Improvement project to Richard Knutson, Inc. We would recommend City adoption of this
resolution.
If you have any questions regarding this project, I will be in attendance at your September 25,
2000, City Council meeting.

A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION ACCEPTING BID AND AUTHORIZING EXECUTION OF CONTRACT
IN THE MATTER OF THE WESTERN AREA PHASE IV
IMPROVEMENT OF 2000
WHEREAS
pursuant to Resolution 00-50, competitive bids were solicited and received for
the Western Area Phase IV Improvement as set forth in the bid tabulation
attached hereto and incorporated herein by this reference; and
WHEREAS
the City Council has considered the amount of the bids and the responsibility of
the bidders and determined that Richard Knutson, Inc. is the lowest responsible
bidder;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River, Minnesota:
The Mayor and City Administrator are authorized and directed to execute, on behalf of
the City, such contract with Richard Knutson, Inc. as is approved by the City Attorney for
the completion of the Western Area Phase IV Improvement according to the approved
plans and specifications designated in Resolution 00-50.
The City Administrator is authorized and directed to forthwith return to all bidders the
deposits made with their bids upon execution of the contract above specified.

A RESOLUTION INDICATING CITY SUPPORT
FOR THE INSTALLATION OF A
TEMPORARY SIGNAL SYSTEM AT THE INTERSECTION
OF TRUNK HIGHWAY 169 AND COUNTY ROAD 33
WHEREAS
MnDOT has done a Signal Warrant Study at the intersection of TH 169
and County Road 33, the results of which indicate a signal is warranted;
and
WHEREAS
MnDOT has recently been allocated funding for the installation of an
interchange at this same intersection to be let in 2003 with construction
anticipated to take two seasons after the letting; and
WHEREAS
a temporary signal system would provide for a safer intersection until
such time as the interchange project is let, and would provide for better
operation of the intersection during the construction of the interchange.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:
The City Council strongly recommends to the Sherburne County Board of
Commissioners that the temporary signal system for the intersection of TH 169
and County Road 33 move forward as quickly as possible with installation of said
signal system as early as permitted in the spring of 2001.

CHANGE ORDER NO. 1
Dear Mr. Klaers:
MnDOT has requested some minor changes in the temporary signal currently being
installed with the Hardrives, Inc., contract for the improvements along Main Street in the
vicinity of TH 169. The changes requested by MnDOT were to increase the size of the
conduit from 2-inch to 3-inch and to add additional loop detectors. This resulted in an
increase in the contract pdce to Harddves, Inc., in the amount of $4,352.48. Attached
are three copies of the change order signed by Harddves, Inc., for this increase work.
We recommend approval by the City Council for Change Order No. 1 to the Main
Street/TH 169 Improvement project.
If you have any questions regarding this issue, I will be in attendance at the City
Council's meeting on Monday, September 25, 2000.
