Charlie provided a brief overview of the RFP for a facilities grant from the Dept. of Children, Families and Learning. Copies of the RFP were given to each person attending. The grant is due Oct. 31, 2000 and may provide up to $500,000 to a successful proposal. The grant money is part of the state bonding bill, and eligible applicants are political subdivisions of the state (cities, counties and independent school districts). The grants are for funds to construct or rehab facilities for Head Start programs, early childhood family education, early childhood intervention programs and crisis nurseries. Jeannette shared information on the facility grant (same grant) that she participated on in St. Cloud last biennium. Updates/reports from each program/agency on space needs. Steve Johnson -Sherburne Social Services. Crisis nursery does not need a "site" as such. The program is provided through private homes and foster homes. The program is administered from the Social Services office. There is, however, a need in Sherburne county for supervised visitation. Such a space would ideally be private and friendly, with perhaps an area for children to be active during the visitation. Security and safety are also concerns with supervised visitations, and spaces away from the Government Center would be good. Co-locating with prevention and outreach services would be good, as would a parenting component. Visitation schedule would be during typical office hours, but also evenings and weekends ideally. Jeannette Bineham and Patty Storms - Reach Up Head Start. Currently have 34 slots. Program is best integrated with ECSE and ECFE. Space needs include: -1-2 rooms of 800-1000 sf (with built-in cabinets/counters, bathrooms and sinks) -Iockable storage 200-400 s.f. -fenced outdoor playground-2200-2500 s.f. -comply with rule 3 licensing (square footage, fire codes, furnishings, etc.) -indoor large motor play area -bus pick-up/drop-off -with awning!--weather protection -meals in classrooms (they currently have a catering contract with district food service) -kitchen/lounge Head Start will pay operating costs in St. Cloud based on % of space used, phone, etc. They secured a federal grant to fund a commercial kitchen at the St. Cloud site. Federal dollars may be available/accessible for this project--must comply with Davis-Bacon act however, and windows of funding are sometimes tricky with construction planning. Wayne Kuklinski - Tri-Valley Migrant Head Start Wayne has responsibility for 8 centers, generally in southern Minnesota. His agency oversees 21 centers. There is a needs assessment being undertaken by his agency now regarding Sherburne/Wright/Anoka County areas. He is getting more complete info. now, but indications are that there are 20-40 children in this area (Big Lake, Anoka, Monticello, Elk River, Zimmerman, Annandale). They have generally operated independently of the other Head Start programs, and the timing of the seasonal migrant work varies by area. They serve infants, toddlers and pre-schoolers (they provide child care too). Program needs are: -3 classrooms (infant, toddler, pre-schoolers) with sinks, bathrooms, etc. -food service (breakfast, lunch, snack or supper) 8.5-13 hour days. His program could provide the equipment for food service. -an additional space for support staff, storage, bi-lingual family service worker. Aisc health services are provided to the clients at the site, and space would be needed for that to occur. There is a good chance of federal dollars, with the stipulation that it comes in pieces over time. Kathy Simonson - ECFE Program is currently at Handke Elementary (majority of program and space) and also at Zimmerman elementary. The program needs more of what is at Handke. The program currently has: -5 classrooms, heavily used (AM and evenings are biggest use) -office/storage space -resource materials area -adult space with kitchen area Of the 5 classrooms, one is set-up for pre-school ages, and one for infant-toddlers The two rooms in Zimmerman are for multi-age and sibling care. Among needs in a new facility are: -well lit areas -food service facilities for meal prep. w/single parent program -more AM spaces for families (waiting lists for infant/toddlers) -child care for young parent in the Young parent program. -playground -indoor play space -gym/large motor area -parking lot close to the building Mary Linz & Tami Hampton - ECSE - Provided a one-page handout (attached) on space needs. Estimates needing 8 ECSE rooms (which would replace Otsego/Handke rooms). Kristie Heying - Sherburne County Public Health WlC program. WlC program serves 970 participants now, with 4-5 clinics/month in Elk River, 2 per month in Zimmerman and Big Lake. (The agency also does WlC clinics at Becker and St. Cloud). Clinics have run from 8-4:30 or 9-5:30 pm. They expect to lose their Big Lake site next year. If a new facility were available, it may be possible to combine the Big Lake, Elk River and Zimmerman clinics. Ideally the WlC needs are: -permanent large room set-up for WIC -tables and chairs in the room -storage -private interview rooms (confidentiality issues) -computer hook-ups in the large room (network) -separate room for height/weight and hemoglobin (with sink) -analog phone line in room to call out Charlie Blesener - lSD 728 Community Education For Early Childhood Screeninq program, needs are: -three small rooms for the screening activities-one preferable sound proof (privacy) -office for screening clerk -waiting area for families For Community Education: Office areas for staff, reception/waiting area, storage, break room, workroom/mail room. Aisc room for ABE program, School age care areas, computer lab, child care, and meeting rooms. Ivan Sand Community School: Needs child care area for parenting students. Next steps: The group had consensus that this grant should be pursued. Brief discussion of pre-design issues. It will be in our best interests to involve an architect in developing a basic floor plan for the facility, and also a site plan and front elevation/view of the facility for inclusion in the grant. Charlie has some leads on architects, and the district also has an architect. Agency agreements. Lease arrangements/agreements will need to be resolved as part of the grant. Examples of lease agreements, or inter-agency agreements are needed. Please bring or send to Charlie. Sites were discussed briefly. Ideally the site would be owned and controlled by the submitting parties. If the land is not owned, we will need to provide non-biased proof of the value of the property being considered. City of Elk River and Sherburne County may be possible partners in assisting with site acquisition. The current site of the CE Center or a current school site were also mentioned as possibilities. If no other site is found by submission deadline, the CE Center site will probably be used. One or two-story structures were also discussed. In the event we are funded, we could seek approval of a different site if need be. Jeannette indicated that a Wright County location would not negatively impact their involvement in this grant submission. Writing the grant was briefly discussed. Chadie reported that Judee McMullen's (principal of the Ivan Sand Community School) husband has successfully written some grants for the district. The secondary and elementary departments of the district have a limited budget at their disposal for grant writing. Gretchen indicated that those funds may be possibly be available for this grant submission. Next meeting was set for Thursday, Sept. 21, 2000 at 9 am at the CE Center in Elk River. At that time we will focus on specific space needs of each prospective partner, determine what areas can serve multiple uses, and get closer to a more precise estimate of the size of the building. We will need this information when we meet with the architect.
