SUBJECT: Seal Coating Bids
On Monday, July 19, 2004 we will open bids for our annual seal coating program. Areas
to be sealed include: Main Street from the Parrish Avenue bridge to Zane Street,
Gates/Freeport Avenue from Main Street to Jackson Road, Lafayette Woods
development and Cherrywood Hills development. (See attached map.)
The annual seal-coating program is a budgeted amount from the general fund.
I will be on hand at the council meeting with a bid summary and award recommendation
in the form of a hand out for the council.
Recommendation:
City Council review staff recommendations for annual seal coat program and award the
project to the lowest responsible bidder.

Annual Seal Coating Program Bids

On Monday, July 19, 2004 the City Council received the following sealed bids for our
annual seal coating program.

Allied Blacktop Maple Grove $37,210.50
Pearson Brothers Loretto $40,724.00
Allied Blacktop was the lowest responsible bidder and has done many successful seal
coating projects for the City in the past.
Recommendation:
City Council adopt the attached resolution to accept the bid of Allied Blacktop for
$37,210.50 including alternative "A" and enter into a contract for 2004 seal coat
program.

RESOLUTION 04-
A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION ACCEPTING BID AND AUTHORIZING EXECUTION OF
CONTRACT IN THE MATTER OF THE SEAL COAT IMPROVEMENT OF
2004
WHEREAS
pursuant to City Council direction, competitive bids were
solicited and received for the 2004 Seal Coat Improvement
project; and
WHEREAS
the City Council has considered the amount of the bids and the
responsibility of the bidders and determined that Allied Blacktop,
is the lowest responsible bidder;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk
River, Minnesota:
The Mayor and City Administrator are authorized and directed to execute, on
behalf of the City, such contract with Allied Blacktop, as is approved by the City
Attorney, for the completion of the 2004 Seal Coat Improvement project
according to the approved plans and specifications designed by City Council
Resolution.
The City Administrator is authorized and directed to forthwith return to all
bidders the deposits made with their bids upon execution of the contract
specified above.
Passed and adopted this 19th day of July 2004.
