Park and Recreation Update
Item ~ 7.3.
The Parks and Recreation Commission met Wednesday, July 14, 2004. Attached for the
Council's information is the meeting agenda. Two items of note for the Council's
consideration include use of park dedication funds from the Downtown Revitalization
Project and a request by the Commission to be televised on ERtV Channel 12.
Downtown Revitalization Project
As part of the development agreement, MetroPlains has requested that park dedication
monies from the project be ear marked for improvements to the Rivers Edge Green Space,
as well as the riverwalk along the Mississippi River. The Commission concurred that park
dedication funds can be ear marked for this purpose, however, they requested a proviso in
that the developer needs to work through the Wild and Scenic area issues they relate to their
building and the riverwalk as in all likelihood the pubhc trail will encroach into the Wild and
Scenic area.
Request to be on Cable TV
Commissioner Kuester requested that the Commission support televising the commission
meetings on a monthly basis. The commission meetings have not been televised since
the move to Lions Park Center during remodeling and televising has not resumed since
staff returned City Hall. The Commission is aware that there are staffing issues regarding
this request but moved to support filling the cable TV assistant in 2005. They also
requested that if arrangements could be made prior to the adoption of the 2005 budget,
they would like to have their meetings televised in 2004.
There were no other items of note from the meeting for the Council to consider.

Hot Topic(s) of the Month
We are really busy with summer programs right now. We all the programs listed below
starting in June, there is quite a bit of preparation that needs to go into getting ready for
them. We had a few dasses cancel due to low participation but the overwhelming majority
of programs ran. Our construction project was in full swing for part of June and is now
winding down. Safety Camp was a huge success again with many new activities and was full
at 101.
June Programs
Programs running in June include Safety Camp, T-ball, Lions Den Summer Camp, U Pass,
Prenatal Yoga, Fishing, Skating Academy, Golf Lessons, Golf League, Wiggles and Giggles,
SPARK, Great Games, Extra! Extra!, Art Express, Mad Scientists, Just Imagine,
Introductory Golf, Basketball Camp, Tennis, Basketball League, Eager Elks T-ball Class,
Eager Elks Soccer, Eager Elks Sports Sampler, Field Trips, Tumbling, Cheerleading, Young
American Self Defense, Red Cross Babysitting, Elk River Track Club, Entertainment in the
Park, and Art in the Park.
Special Marketing Efforts
We participated in the 4th of july by offering activities for children in the afternoon. We will
also be participating in the Sherburne County Fair Parade on the 16th of Juty.
Facility. Use
We reserved a total of 1,259 hours of facility use. 372.5 of this is at Lions Park. The
ma}ority of the remaining hours are for field use.
