1. Call Meeting To Order
Pursuant to due call and notice thereof, the meeting of the Elk River Housing and
Redevelopment Authority was called to order at 5:00 p.m. by Chair Toth.
2. Consider April 28, 2003,HRA Agenda
COMMISSIONER THOMPSON MOVED TO APPROVE THE APRIL 28,2002,
HRA AGENDA AS PRESENTED. COMMISSIONER MOTIN SECONDED
THE MOTION.THE MOTION CARRIED 5-0.
3. Consider Consent Agenda
COMMISSIONER WILSON MOVED TO APPROVE THE CONSENT AGENDA
AS FOLLOWS:
3.1. MARCH 24,2003,HRA MINUTES
3.2. CHECK REGISTER
3.3. REVENUE/EXPENDITURE REPORT
3.4. BALANCE SHEET
3.5. AMENDED & RESTATED PRELIMINARY
REDEVELOPMENT AGREEMENT WITH METROPLAINS
COMMISSIONER THOMPSON SECONDED THE MOTION. THE MOTION
CARRIED 5-0.
4. Open Mike
There was no one present for Open Mike.
5. Comprehensive Plan Update-Chair Toth&Commissioner Lieser,Task Force
Representatives
Director of Planning Michele McPherson updated the HRA on activities of the
Comprehensive Plan Task Force. She discussed some of the different types of districts that
• the Task Force is considering and gave the following Task Force timeline for adoption of
the Comprehensive Plan.
• May 30 Distribution of the Draft Comprehensive Plan to staff and city
Commissions.
June 13 Staff and Commission comments turned in to HKGi.
June 27 Comprehensive Plan comments compiled and returned to the Task
Force for review.
July 17, 31 Joint City Council,Task Force, and Planning Commission
meetings.
August Open House for public view and comment.
September Planning Commission Review and Approval.
October City Council Review and Approval.
Discussion was held regarding the Urban Reserve District. Chair Toth and Commissioner
Motin expressed concern over creating this District.
Ms.McPherson stated that creating the Urban Reserve District is a policy issue that needs to
be determined by the City Council.
COMMISSIONER THOMPSON MOVED TO CALL A SPECIAL MEETING OF
THE HOUSING AND REDEVELOPMENT AUTHORITY ON THURSDAY,
JUNE 5,2003,AT 5:00 P.M., FOR THE PURPOSE OF REVIEWING THE
DRAFT COMPREHENSIVE PLAN. COMMISSIONER WILSON SECONDED
THE MOTION.THE MOTION CARRIED 5-0
6. Sherburne County Habitat for Humanity Update-Commissioner Lieser
• Commissioner Lieser stated that she has resigned from the local Habitat for Humanity
Chapter. She stated that the Chapter has become established and is able to function
independently. Commissioner Leiser stated that the Chapter is seeking volunteers to help
complete work on current construction projects.
7. Downtown Revitalization Project Update
Director of Economic Development Catherine Mehelich provided an update on the status
of the Downtown Revitalization Project. She reviewed the following items:
• A public Open House is in the planning stages for June.
• The next edition of the DowntownQ&A newsletter will be distributed to the public
in May.
• MetroPlains is preparing a presentation for the City Council and the HRA.
• MetroPlains is meeting with downtown property owners.
• Staff is monitoring the Wild and Scenic District proposed amendments.The need
for a setback variance continues to be a concern for everyone involved in the
project.
• Staff is evaluating the preliminary findings of the TIF Assessment.
COMMISSIONER WILSON MOVED TO ADD THE METROPLAINS
PRESENTATION TO THE JUNE 5,2003, SPECIAL MEETING OF THE HRA
AND THAT THE CITY COUNCIL BE INVITED TO ATTEND.
COMMISSIONER MOTIN SECONDED THE MOTION. THE MOTION
CARRIED 5-0.

• 8. Proposed Workforce Housing Development-Presentation
Director of Planning Michele McPherson stated that the presenter has requested that this
item be tabled for one month.
9. Housing Work Plan-Session I
Economic Development Assistant Heidi Hall introduced David Schluchter and Kathy
Aanerud with the Minnesota Housing Finance Agency (MHFA).
Mr. Schluchter and Ms.Aanerud gave a presentation explaining the MHFA.They discussed
the many housing programs and partnership opportunities available to the city for multi-
family and single-family housing.
The MHFA staff commended the HRA for doing research on local housing needs and
possible solutions prior to developing priorities and a vision for Elk River's housing
programs. Mr. Schluchter stressed that the city first identify the needs, develop a workable
plan, and that the city work with various partners including Central MN Housing
Partnership and developers prior to submitting any application for assistance. Ms.Aanerud
stated that MHFA's programs can be assessed by the homeowner/buyer directly or funded
through partners such as Sherburne County,Tri-Cap,the Central MN Housing Partnership,
and participating lenders.
After the presentation the HRA had a question and answer session with the presenters.
10. Other Business
COMMISSIONER WILSON MOVED TO CALL A SPECIAL MEETING FOR
TUESDAY,MAY 27,2003,TO CONSIDER REGULAR BUSINESS.
COMMISSIONER THOMPSON SECONDED THE MOTION.THE MOTION
CARRIED 5-0.
11. Adjournment
There being no further business Chair Toth adjourned the meeting of the Elk River Housing
and Redevelopment Authority at 6:45 p.m.
