11-10-1980 HR MIN SPECIAL SPECIAL,MONTHLY MEETING OF THE ELK RIVER HOUSING AND REDEVELOPMENT AUTHORITY HELD AT THE ELK RIVER CITY HALL NOVEMBER 10, 1980 Members Present: Chairman Madsen, Commissioners Toth, Schumacher and Hinkle Members Absent: Duitsman 1. Meeting called to order at 7:30 p.m. by Chairman Madsen. 2. Minutes The September 29, 1980 minutes of the Housing and Redevelopment Authority were reviewed and discussed by members present. Commissioner Schumacher asked if the City's insurance had been extended to cover the Housing and Redevelopment Authority members. The City Administrator indicated that the insurance had not yet been extended to cover the HRA members, but that prior to the next meeting, such coverage would be made available. The City Attorney, Mr. David Sellergren, suggested that all Housing and Re- development Authority members receive a copy of the organizational meeting minutes, the By-Laws of the Commission and other related organizational documents. There being no further discussion of the minutes, COMMISSIONER SCHUMACHER MOVED APPROVAL. COMMISSIONER TOTH SECONDED THE MOTION. THE MOTION PASSED 4-0. 3. Review of By-Laws The City Attorney, David Sellergren, presented the revised and updated By-Laws as adopted by the Commissioner at the organizational meeting of September 29, 1980. All changes requested by the Commissioners were in order and no further discussion was made of the By-Laws. 4+. New Business Chairman Madsen informed the members of the Housing and Redevelopment Authority that he had been contacted by Mr. Neil Larson, by Krause-Anderson Corporation and by Mr. Gary Santwire, regarding developments in the City of Elk River which may involve the Housing and Redevelopment Authority. Chairman Madsen indicated the contacts at this point in time had been preliminary and no real details were available to present to the Housing and Redevelopment Authority members. The HRA members asked the City Attorney, David Sellergren, what he felt the next best step was for the HRA to pursue in the redevelopment of the City of Elk River. Mr. Sellergren indicated that a typical first step is to generally define the area in which the Housing and Redevelopment Authority will operate, and then within that area, to select specific projects which need Housing and Redevelopment Authority assistance. Mr. Sellergren briefly reviewed the tax increment financing concept and indicated that this method of financing was one way which the Housing and Redevelopment Authority could encourage and assist local developers. In his discussion, Mr. Sellergren reviewed the distinctions between economic development Noovember 10, 1980 Page Two projects, housing development projects and redevelopment projects within the tax increment financing concept. The Commissioners proceeded to discuss in general terms, a strategy for development or redevelopment in the City. The Commissioners discussed whether or not developers should be invited to make proposals to the Housing and Redevelopment Authority, or if the Housing and Redevelopment Authority should only consider known and available proposals. It appeared to be the concensus of the members that developers be invited to make proposals to the Housing and Redevelopment Authority. The City Administrator suggested that as a first step, the Housing and Redevelopment Authority determine a set of priorities or general goals which were to be pursued in the redevelopment or development of the City. The City Administrator indicated that it would be ap- propriate in this regard to determine which of the different types of development proposed would be the highest priority and the nature of these developments. Chairman Madsen asked the members if they would like to hear proposals and presentations by the, various developers who had contacted the Housing and Redevel- opment Authority. It was the concensus of the Commissioners that all developers who had contacted the Housing and Redevelopment Authority, including Krause- Anderson, Neil Larson, Gary Santwire, and George Dietz be invited to attend the next meeting of the Housing and Redevelopment Authority on Monday, December 8th, to present their concepts and plans in a general nature, for the Commissioners' review. Chairman Madsen asked that the City Administrator contact each of the individuals and establish a time for them to appear before the HRA. There being no further business, COMMISSIONER TOTH MOVED THAT THE MEETING BE ADJOURNED. COMMISSIONER HINKLE SECONDED THE MOTION.
