09-17-1981 HR MIN SPECIAL 411 MINUTES OF A SPECIAL MEETING OF THE
HOUSING AND REDEVELOPMENT AUTHORITY OF ELK RIVER
September 17 , 1981
Members Present - Commissioners Busch , Duitsman , Hinkle ,
Schumacher and Toth
Members Absent - None
Also Present - Zack Johnson & Jerry Messman of Zack Johnson &
Associates , Inc . ; members of the Downtown Task Force
Call to Order - The meeting was called to order by Chairman
Schumacher at 7 : 30 p .m.
Minutes - Minutes of the 8/25/81 meeting were approved as
circulated .
Expenditures - A $50 payment to attorney Sellergren and a
$2 , 950 progress payment to Zack Johnson & Associates , Inc .
were approved .
1982 Budget - Approved a request to the City Council for a 1982
HRA budget of $15 ,000.
Next Meeting - The next meeting was scheduled for Thursday ,
October 8 , 1981 at 7 : 30 at VandenBerge Junior High School . The
meeting to be the Chamber of Commerce program and an open
meeting of the HRA for the purpose of presenting alternative
ideas and receiving public input regarding the downtown
redevelopment plan . Chairman Schumacher to coordinate with the
Chamber.
Downtown Redevelopment Plan - The balance of the meeting was
a work session with Zack Johnson & Associates , Inc . covering
issues related to downtown redevelopment planning .
Adjournment - The meeting was adjourned at 9 : 15 p .m.
