12-08-1981 HR MIN SPEICAL 411 MINUTES OF A SPECIAL MEETING OF THE
HOUSING AND REDEVELOPMENT AUTHORITY OF ELK RIVER
December 8 , 1981
Members Present - Commissioners Busch, Duitsman , Hinkle,
Schumacher and Toth.
Members Absent - None
Also Present - Zack Johnson and Jerry Messman of Zack Johnson &
Associates , Inc . , John Pearce of the Planning Commission ,
Bob Middaugh.
Call to Order - The meeting was called to order by Chairman
Schumacher at 7 :40 p .m.
Minutes - Minutes of the 9/17/81 and 10/8/81 meetings were
approved as distributed .
Expenditures - A $2 ,632 progress payment to Zack Johnson and
Associates , Inc . was approved .
Next Meeting - Annual meeting 2nd Monday in January , i . e . 1/11/82 ,
City Hall at 7 :30 p.m.
Downtown Redevelopment Plan - The balance of the meeting was a
work session with Zack Johnson & Associates , Inc . on the Downtown
Redevelopment Plan . The Commissioners authorized a meeting with
attorney Dave Sellergren , Zack Johnson , and Bob Middaugh for the
purpose of reviewing the remaining steps in the process of adopting
the Downtown Redevelopment Plan .
HRA Commissioners - It was noted that the City Council needs to
reappoint Dick Hinkle ' s HRA term which expired in August , 1981 .
Commissioner Hinkle and Bob Middaugh to follow up with the Council .
