01-11-1982 HR MIN MINUTES OF THE ANNUAL MEETING OF THE
HOUSING AND REDEVELOPMENT AUTHORITY OF ELK RIVER
January 11 , 1982
Time & Place - 7 : 30 p. m. at Elk River City Hall
Present Commissioners Duitsman , Hinkle , Schumacher and
Toth
Absent - None
Also Present - Zack Johnson and Jerry Messman of Zack Johnson &
Associates , Inc . , Bob Middaugh
Minutes - Minutes of the 12/8/81 meeting were approved as
distributed .
Election of Officers - The following resolution was unanimously
adopted .
RESOLVED , That for the coming year or until their
successors are duly elected and qualified the following
individuals are hereby elected to the office set forth
after their names :
Don Schumacher Chairman
Dick Hinkle Vice Chairman
Hank Duitsman Secretary
• Newspaper - The Sherburne County Star News was approved as the
official newspaper.
Depository - The Bank of Elk River was designated as the official
depository and the Chairman and Secretary were authorized to
execute such banking resolution and other documents as the
depository may require to implement this designation .
Financial Report - A $128 bill from attorney Sellegren was
approved .
Meetings - A tentative 2/8/82 meeting date was set .
Millie Busch Resignation - Chairman Schumacher reported that
Mille Busch has submitted her resignation from the HRA . Her
resignation was accepted and Mayor Hinkle will pursue appointment
of a replacement .
Downtown Redevelopment Plan - Zack Johnson and Jerry Messman
presented the preliminary Downtown Redevelopment Plan . It was
moved and approved that the Plan be formally submitted to the
Elk River Planning Commission for written comment before adoption
by the HRA . Following comment by the Planning Commission and
adoption by the HRA, the Plan will go to the Elk River City Council
for public hearing prior to adoption by the Council .
