03-08-1982 HR MIN SPECIAL MINUTES OF A SPECIAL MEETING OF THE HOUSING AND REDEVELOPMENT AUTHORITY OF ELK RIVER March 8 , 1982 Time & Place - 7 : 30 p. m. at Elk River City Hall Present Commissioners Duitsman , Hinkle , Schumacher , Toth & Tracy Absent - None Also Present - Zack Johnson and Jerry Messman of Zack Johnson & Associates , Inc . , Bob Middaugh , Elaine Anderson , Gary Santwire Minutes - Minutes of the 1/11/82 meeting were approved as distributed . Financial Report - A $600 progress payment to Zack Johnson & Associates , Inc . was approved . Downtown Redevelopment Plan - The Commissioners reviewed the final working drafts of the Downtown Redevelopment Plan and comments thereon by the Planning Commission in a letter dated 2/23/82 . It was agreed that the language should be toned down to avoid as much as possible the incorrect impression that the HRA was interested in wholesale removal of existing downtown buildings . Zack Johnson and Jerry Messman to do . The Planning Commission objection to the eventual removal of service stations downtown was discussed . It was pointed out that the Plan is consistent with current zoning and that service stations are allowed downtown North of Highway 10 . No further action was deemed appropriate . The date of April 5 , 1982 was set for public hearing and consideration by the Council of the Plan . The Commissioners authorized the sending of a copy of the final working draft of the Plan to Attorney Sellergren for review. Zack Johnson to do. It was agreed that in addition to the legal notices for the public hearing , that written notice should be given to members of the Chamber of Commerce . Chairman Schumacher to do . Because Elmer Anderson , new owner of the Star News , has not generally been aware of the study process and his recently acquired property is involved in the Plan it was agreed that he should be personally contacted and brought up to date . Chairman Schumacher to do . The following resolution was unanimously adopted . RESOLVED , the preliminary Downtown Redevelopment Plan presented at this meeting is hereby adopted as a final working draft for submission to the City Council for public hearing and adoption . -2- Gary Santwire - Gary Santwire expressed his concerns on the following points . 1 . That the triangle realignment of the Main St . and Gates Ave . intersection is important to do and needs to consider the impact on all the traffic flows involved . 2 . That a crossing of Highway 10 at 5th St . be considered . 3. That in promoting redevelopment from the city core it is important not to rezone in other areas to accommodate what should happen downtown .
