07-08-1982 HR MIN SPECIAL MINUTES OF A SPECIAL MEETING OF THE
HOUSING AND REDEVELOPMENT AUTHORITY OF ELK RIVER
July 8 , 1982
Time & Place - 8 :00 p .m. at Elk River City Hall
Present - Commissioners Duitsman , Hinkle , Schumacher and Toth
Absent - Commissioner Tracy
Also Present - Bob Middaugh , Gene Schuldt , and Glen Ertel , Mel
Boyd and Mike Rivard representing Elk River Redevelopments , Inc .
Minutes - Minutes of the 6/24/82 meeting were approved as
distributed .
Financial Report - Nothing to report since the last meeting .
MnDOT Meeting - Commissioner Hinkle and Bob Middaugh reported on
a meeting with the MnDOT District Engineer regarding controlled
intersections in Elk River. Highway 10 from Highway 101 to
Proctor is programmed for work in 1984 . The old bridge replacement
and controlling of the Highway 10 and Main St . intersection will
probably also be done in 1984 . Controlling the Highway 169 and
Main Street intersection is not yet programmed .
411 Elk River Redevelopments , Inc . Proposal - The proposal for
redevelopment of the present City Hall site was presented and
discussed in detail .
The attached resolution failed adoption on the following vote :
Yes - Commissioners Hinkle and Toth , No - Commissioner Schumacher ,
Abstain —Commissioner Duitsman .
On motion duly made , seconded and unanimously carried , it was agreed
to reconsider the attached resolution at a meeting when all 5
commissioners are in attendance .
Next Meeting - Thursday, August 19 , 1982 at 7 : 30 p .m.
