05-03-1983 HR MIN SPECIAL MINUTES OF A SPECIAL MEETING OF THE
HOUSING AND REDEVELOPMENT AUTHORITY OF ELK RIVER
May 3 , 1983
Time & Place - 7 :30 p.m. at Elk River City Hall
Present - Commissioners Hinkle , Schumacher, Toth and Tracy
Absent - Commissioner Duitsman
Also Present - Bob Middaugh
Minutes - Minutes of the 9/8/82 meeting were approved .
Financial Report - No expenditures to approve since the last
meeting.
Elk River Redevelopments , Inc . Proposal - The Chairman reviewed
the proposal and activity since the last HRA meeting . Commissioners
Hinkle and Schumacher met with Sherburne County representatives in
September, 1982 and found no present interest on the part of the
County in providing the "old" courthouse for a possible new city
hall . Also , the consensus of the City Council was to consolidate
city government at the present City Hall site rather than move to
a new location . Commissioner Hinkle so advised representatives
of Elk River Redevelopments , Inc . and further consideration of
their proposal was dropped at that time. The eight-month slection
411 as tentative redeveloper per resolution 82-1 expires in May, 1983 .
No further action deemed necessary.
Since no "annual " meeting was held in January, 1983 , the Chairman
presented the following three items for consideration at this
meeting.
Election of Officers - The following resolution was unanimously
adopted.
RESOLVED , That for the coming year or until their successors
are duly elected and qualified the following individuals are
hereby elected to the office set forth after their names :
Don Schumacher Chairman
Dick Hinkle Vice Chairman
Hank Duitsman Secretary
Newspaper - The Sherburne County Star News was approved as the
official newspaper.
Depository - The Bank of Elk River was designated as the official
depository and the Chairman and Secretary were authorized to
• execute such banking resolution and other documents as the
depository may require to implement this designation .

Bob Middaugh reviewed Industrial Revenue Bond requirements as
specified by City Council resolution 79-5 , and also described
a new public equity participation concept which developer Kraus-
Anderson has used in at least one instance.
The balance of the meeting was spent on a general review of a
Kraus-Anderson proposal for downtown development in preparation for
the next City Council meeting .
Next Meeting - Joint meeting with the City Council on Monday,
May 9, 1983 , 7 :30 p.m. at the library for downtown redevelopment
presentation by Kraus-Anderson .
