OF THE ELK RIVER
HOUSING AND REDEVELOPMENT AUTHORITY
OCTOBER 24, 1985
1. The Housing and Redevelopment Authority meeting was called
to order by Chairman Hinkle at 7 : 30 p.m.
2 . Roll Call
Members Present: Dick Hinkle, Estelle Gunkel, Larry Toth,
and Hank Duitsman.
Also present at the meeting was City Administrator, Tom
Bublitz . Commissioner Tralle was absent from the meeting.
Appointment of Chairman
THERE WAS A MOTION BY COMMISSIONER HINKLE AND SECONDED BY
COMMISSIONER DUITSMAN TO APPOINT COMMISSIONER GUNKEL AS CHAIR
OF THE ELK RIVER HOUSING AND REDEVELOPMENT AUTHORITY. THE
MOTION PASSED UNANIMOUSLY.
Appointment of Vice Chair
iTHERE WAS A MOTION BY COMMISSIONER GUNKEL AND SECONDED BY
COMMISSIONER DUITSMAN TO APPOINT COMMISSIONER HINKLE AS VICE
CHAIR OF THE ELK RIVER HOUSING AND REDEVELOPMENT AUTHORITY.
THE MOTION PASSED UNANIMOUSLY.
Appointment of Secretary
THERE WAS A MOTION BY COMMISSIONER DUITSMAN AND SECONDED BY
COMMISSIONER HINKLE TO APPOINT CHAIRMAN TRALLE AS SECRETARY
TO THE HOUSING AND REDEVELOPMENT AUTHORITY. THE MOTION
PASSED UNANIMOUSLY.
Status of Downtown Redevelopment Proposal for King and Main
The City Administrator reviewed the status of the project
proposed for the corner of King and Main. He noted that the
Council authorized a fesibility study for the project which
proposed a three story building for the corner of King and
Main Street. He noted that the building would also include
underground parking and would consist of retail commercial on
the first floor and possible combinations of office and
residential uses on the upper two floors.
With regard to the status of the feasibility study, he noted
that Zack Johnson had been authorized to conduct a study and
• at this point was waiting to receive several items from the
developers of the project, including a financial proforma,
estimate of construction cost, and building plans and
designs. He noted that, after submission of the required

information to Mr. Johnson, the preliminary feasibility could
be completed within three to four weeks.
3 . Review of Downtown Redevelopment
The commissioners discussed the Housing: Authority' s role with
regard to overall development and redevelopment in the
downtown area. The City Administrator discussed the role of
the Housing Authority with regard to redevelopment and noted
that the Elk River Housing and Redevelopment Authority has
been established to plan for, encourage and implement housing
and commercial development activities in the City. He noted
that the City has already, as authorized by Chapter 462 of
the State Statutes, created an HRA and adopted redevelopment
and tax increment financing plans.
The City Administrator also noted that in order to finance
redevelopment activities, the HRA, may, within limits, accept
grants, issue bonds, and levy taxes. He also pointed out the
Authority may buy, sell, and condemn real property and
participate in development projects. In the area of public
housing he noted that as a public housing authority, the HRA
may develop, own and/or operate housing projects for low and
moderate income families. Additionally, he explained that as
• a redevelopment authority, the HRA can review and approve
downtown redevelopment proposals, assemble and resell land,
and work with developers in a number of other ways including
seeking specific proposals for redevelopment and responding
to redevelopment proposals submitted from developers.
The Housing Authority members continued to discuss the role
of the HRA and the HRA' s authority in redevelopment including
the condemnation of land, the methods of inviting proposals
for redevelopment, and other issues including zoning and
financing.
Vice Chairman Hinkle suggested that the HRA look at conduct-
ing a workshop session with the City Atorney and Mr. Zack
Johnson to review and discuss in more detail what the Housing
Authority' s role and authority is with regard to redevelop-
ment issues.
In further discussion, the Housing Authority members
recommended that representatives from the various downtown
groups including the Chamber of Commerce, the Retailers,
Banks and the Downtown Development Group, be invited to the
meeting. It was decided that the workshop session to be held
with the City Attorney and Mr. Zack Johnson be held on
November 21, at 7 : 30 p.m. in the public library and that
• representatives from the downtown businesses should be
invited to the meeting.

4 . Consideration of HRA Budget Request for 1986
Housing Authority Members discussed the option of requesting
funds for 1986 to provide the Housing Authority with
financial means to fund any studies, legal expenses or other
costs related to the Authority' s activities related to
redevelopment issues.
THERE WAS A MOTION BY COMMISSIONER TOTH AND SECONDED BY
COMMISSIONER GUNKEL TO REQUEST THE CITY COUNCIL TO PROVIDE
FUNDS FOR THE HOUSING AUTHORITY FOR 1986 , NOT TO EXCEED THE
STATUTORY LIMIT OF 1/3 MILL. THE MOTION PASSED UNANIMOUSLY.
5 . Adjournment
THERE WAS A MOTION BY COMMISSIONER TOTH AND SECONDED BY
COMMISSIONER DUITSMAN TO ADJOURN THE MEETING. THE MOTION
PASSED UNANIMOUSLY.
The Elk River Housing and Redevelopment Authority adjourned
at 8 : 55 p.m.
