HELD AT THE ELK RIVER CITY HALL
MONDAY, APRIL 11, 1988

• Pursuant to due call and notice thereof, the joint meeting of the Elk River
City Council, Planning Commission, Housing and Redevelopment Authority, and
Growth Management Plan Task Force was called to order by Mayor Gunkel at 7:00
p.m.
Mayor Gunkel indicated that this joint meeting was a follow—up to the previous
joint meeting held on March 28, 1988, where the first part of the proposed
Growth Management Plan was discussed and reviewed. At this time, the group
briefly reviewed the March 28, 1988, minutes and indicated that the minutes
accurately reflect the discussion that took place.
COUNCILMEMBER SCHULDT MOVED TO APPROVE THE MARCH 28, 1988, JOINT MEETING OF
THE ELK RIVER CITY COUNCIL, GROWTH MANAGEMENT PLAN TASK FORCE, HOUSING AND
REDEVELOPMENT AUTHORITY, AND ELK RIVER PLANNING COMMISSING MINUTES AS
SUBMI TID. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION WAS
APPROVED 4-0.
The City Administrator reviewed a number of issues that were brought up during
the March 28, 1988, joint meeting. The Administrator indicated that the
proposed Land Use Map calls for a mix of low density residential, high density
residential and highway business land use activities around the intersection
of 192nd Avenue and Highway 169. The plan in the draft Growth Management Plan
(GNP) calls for this area to be placed into a Planned Unit Development (PUD)
and that a more detailed study be conducted following the adoption of the
Growth Management Plan. This more detailed study would layout the
transportation patterns and the specific type of land uses allowed.

410 Regarding the park section of the Growth Management Plan, Consultan t Bo b
Wuornos stated that this section has previously been reviewed by the Task
Force, as it was the first element of the plan that was drafted and, as such,
should need very few, if any, revisions. Along with some minor narrative
changes and some changes in the names of City park facilities, the group
suggested adding two additional items to the necessary action plan. These two
additional steps related to the use of the rivers for recreational and
business purposes, and the purchase of the abandon railroad bed for use as a
walking and biking trail.
Planning Consultant, Bob Wuornos, in his introduction of the transporation
section of the GMP, stated that this section had also been previously reviewed
by the GMPTF. Suggested changes by the group included adding some policy
statements under goal #2, that related to frontage roads and linking roads
that were considered collectors streets. The group also requested that the
need for east/west corridors and acknowledging the existance of urban road
designs in the City be added under necessary actions.
The Mayor requested that Dave Sellergren, the City Attorney, review the
implementation section of the Growth Management Plan. In general terms,
Mr. Sellergren indicated that more information and explanation of the land use
tools should be incorporated into the implementation section of the GMP.
Items omitted from the plan that need to be discussed include the designation
of open space areas; the allowing of cluster development within the 10 acre
• residential zone; and the use of ovorlay plats in the medium density
residential area which will allow for future subdivision of properties, if and
when municipal utilities is installed.
Mayor Gunkel requested close review of high density land use section, and
restated her concern over the location and amount of apartment units that
could be constructed without City Council review or input. The City Attorney
indicated that #5 of the implementation tools (offical map) needs to be
deleted from the plan, as the City will not be approving such an official map.
Additionally, Mr. Sellergren indicated that the City should offically approve
the Growth Mangement Plan and Land Use Map prior to going through the
necessary steps to the adjust the subdivision regulations and zoning
ordinance. Once the Land Use Map and Growth Managment Plan is approved, these
assoicated ordinance amendments can take place in a relatively short period of
time so that the Growth Management Plan can be in force and implemented
shortly after approval of the GMP and Land Use Map.
Mayor Gunkel indicated that the next step in the approval process of the
Growth Management Plan would be for the Staff to make the changes in the
document as discussed in the March 28, 1988, and April 11, 1988, joint
workshop sessions and then for the Planning Commission to hold public hearings
on this document. Following Planning Commission recommendationson the Growth
Management Plan and Land Use Map, then the City Council would schedule and
hold public hearing(s) on the plan prior to its adoption.
At this time, Mayor Gunkel thanked all present for their input and time in
• reviewing the draft Growth Management Plan and Land Use Map. The City Council
took a five minute break at this time before reconvening.
