04-25-1989 HR MIN MEETING OF THE HOUSING AND REDEVELOPMENT AUTHORITY HELD AT THE ELK RIVER CITY HALL CONFERENCE ROOM TUESDAY, APRIL 25, 1989 MEMBERS PRESENT: Estelle Gunkel, Chair; Dick Hinkle, and Larry Toth MEMBERS ABSENT: Hank Duitsman (work), and Duane Kropuenske (family illness) ALSO PRESENT: Lori Johnson, Finance Director; Richard Fursman, Economic Development Coordinator; and Patrick Klaers, City Administrator 1. Pursuant to due call and notice thereof, the meeting of the Elk River Housing and Redevelopment Authority was called to order at 4:00 p.m. by Chair Gunkel. 2. Consideration of 4/25/89 HRA Agenda IL It was the consensus of the HRA that the agenda was acceptable as presented. 3. Consideration of 8/29/88 HRA Minutes COMMISSIONER TOTH MOVED TO APPROVE THE 8/29/89 MINUTES AS SUBMITTED. COMMISSIONER HINKLE SECONDED THE MOTION. THE MOTION CARRIED 3-0. • 4. Kathy Buhl, Section 8 Coordinator Kathy Buhl, Section 8 Coordinator of the Housing and Redevelopment Authority of St. Cloud, informed the Elk River HRA that the Sherburne County Board of Commissioners had adopted a resolution authorizing the St. Cloud HRA to proceed with submitting an application to administer the Section 8 program on behalf of Sherburne County. Kathy further indicated that the Elk River Cit y Council has heard a presentation from herself regarding this program and has adopted a resolution ution supporting this program within the city limits of Elk River. Kathy stated that her purpose for this presentation before the Elk River HRA is to inform them of the program and to notify them that the Section 8 program of rental housing assistance in the City of Elk River will not become an administrative, legal, or financial burden upon the City HRA. The St. Cloud HRA will take all responsibility for administering this program which includes annual inspections of the housing in order to ensure compliance with the housing quality standards. Ms. Buhl provided the HRA with some general information regarding the Section 8 program. Kathy referred to the attachments that were distributed with the HRA agenda regarding the fair market rates which restricts how much the Section 8 Housing Assistance program will pay in rent. In response to questions regarding inspections and lack of available units in Elk River, Kathy indicated that inspections are upon • request, are at least annually, and that the rental guidelines are established by the federal government. Kathy indicated that there will be 39-two bedroom units and 21-three bedroom units available for Sherburne County. Page 2 Housing and Redevelopment Authority Minutes April 25, 1989 • It was the consensus of the HRA that this program would not be in conflict with the City HRA and that the Elk River HRA supports this program and its administration by the St. Cloud HRA. COMMISSIONER HINKLE MOVED TO ADOPT RESOLUTION 89-01, A RESOLUTION SUPPORTING THE ST. CLOUD HRA ADMINISTRATION OF THE SECTION 8 EXISTING RENTAL ASSISTANCE PROGRAM WITHIN THE CITY LIMITS OF THE CITY OF ELK RIVER. COMMISSIONER TOTH SECONDED THE MOTION, THE MOTION CARRIED 3-0. 5. Annual Business Items Chair Gunkel indicated that as this was the first meeting of the year for the HRA, it would be appropriate to consider the designation of officers, official newspaper, and official depository. No change was desired or requested by the HRA in the officers, newspaper, or depository. COMMISSIONER TOTH MOVED TO HAVE THE 1989 HRA OFFICERS (GUNKEL, CHAIR; HINKLE, VICE CHAIR; KROPUENSKE, SECRETARY) , THE 1989 OFFICIAL NEWSPAPER (ELK RIVER STAR NEWS), AND THE 1989 HRA OFFICIAL DEPOSITORY (BANK OF ELK RIVER) REMAIN THE SAME AS IN 1988. COMMISSIONER HINKLE SECONDED THE MOTION. THE MOTION CARRIED 3-0. 6. Financial Update • Lori Johnson, Finance Director, provided the HRA with a brief financial update on the status of HRA funds. Ms. Johnson referred the HRA to her 4/18/89 memo which indicates a 1/1/89 fund balance of approximately $11,140.00. The 1989 budget calls for approximately $16,000 to be spent on needed redevelopment programs, although no such programs or projects have been identified at this time as needing HRA funds. Ms. Johnson indicated that if these funds are not spent in 1989, they will be held over for activities in 1990. Also distributed were pages from the 1988 year end audit that related to the HRA. 7. Redevelopment Activities Update Dick Fursman, Economic Development Coordinator, was present to discuss with the HRA some current activities that relate to redevelopment. Mr. Fursman briefly discussed the Mork Clinic project, which will require the removal of some older, single-family homes in the Third Street and Irving area; the motel proposal at the southeastern intersection of Highways 10 and 169 that would require the removal of an older motel and office building; and the ongoing discussions regarding the redevelopment of the hardware store which was destroyed by fire in the summer of 1988. The HRA members indicated that they would keep an open mind for use of HRA funds for various redevelopment activities, but were not willing to make any commitment for use of budgeted 1989 funds. Mr. Fursman indicated that when an appropriate activity appears to need HRA funds he will then request a special meeting to consider the proposal. • Page 3 Housing and Redevelopment Authority Minutes • April 25, 1989 8. Other Business Commissioner Toth requested that the City review a first time homeowners policy that relates to the financing of the home through the support of the City (by way of bonds) . Mr. Toth indicated that he would do additional research in this area and present the information on a later date. Commissioner Toth recommends the City supporting this program. 9. Adjournment COMMISSIONER HINKLE MOVED TO ADJOURN THE ELK RIVER HRA MEETING. COMMISSIONER TOTH SECONDED THE MOTION. THE MOTION CARRIED 3-0.
