09-25-1989 HR MIN MEETING OF THE HOUSING AND REDEVELOPMENT AUTHORITY
HELD AT THE ELK RIVER CITY HALL
MONDAY, SEPTEMBER 25, 1989
MEMBERS PRESENT: Estelle Gunkel, Chair; Commissioners Dick Hinkle, and
Duane Kropuenske
MEMBERS ABSENT: Commissioners Hank Duitsman, and Larry Toth
STAFF PRESENT: Lori Johnson, Finance Director
1. Pursuant to due call and notice thereof, the meeting of the HRA was
called to order by Chairwoman Gunkel at 6:00 p.m. .
2. Consider 9/25/89 HRA Agenda
COMMISSIONER HINKLE MOVED TO APPROVE THE 9/25/89 HRA AGENDA.
COMMISSIONER KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 3-0.
3. Consider 4/25/89 HRA MINUTES
COMMISSIONER KROPUENSKE MOVED TO APPROVE THE 4/25/89 HRA MINUTES.
COMMISSIONER HINKLE SECONDED THE MOTION. THE MOTION CARRIED 3-0.
4. Update on 1989 Financial Status
Finance Director, Lori Johnson, reviewed the current financial status
of the HRA. She indicated that the HRA will have approximately
$21,000 remaining at the end of 1989 if no expenditures are
incurred. She stated that about $5,000 in downtown redevelopment
costs have been incurred for the Jenne project. Ms. Johnson noted
that if the HRA chose to reimburse the City for this expenditure the
HRA would have a cash balance of approximately $16,000 at the end of
1989.
COMMISSIONER HINKLE MOVED TO REIMBURSE THE CITY $5,000 FOR EXPENSES
INCURRED FOR DOWNTOWN REDEVELOPMENT RELATING TO THE JENNE PROJECT.
COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 3-0.
5. Consider 1990 Budget
The Commission discussed the proposed 1990 budget and possible uses
of the remaining 1989 funds. Chairwoman Gunkel stated that she would
prefer to see a majority of the money go toward riverfront
development. Commissioners Kropuenske and Hinkle agreed with Chair
Gunkel. The Commission discussed the reasoning for allocating more
of the money toward riverfront development as opposed to the downtown
development. It was stated that the City has already spent a large
amount of money for the riverfront development and the downtown
4111 redevelopment group will probably have more means of receiving funds
for development than the riverfront development. It was also

represents ndicated that the downtown redevelopment group private

business owners and property owners whereas the riverfront
development would be considered more of a public project.
COMMISSIONER KROPUENSKE MOVED TO ADOPT RESOLUTION 89-2, A RESOLUTION
APPROVING THE CITY OF ELK RIVER HOUSING AND REDEVELOPMENT AUTHORITY
BUDGET FOR 1990 AS FOLLOWS:
DOWNTOWN REDEVELOPMENT - $3,000
RIVERFRONT DEVELOPMENT - $15,000
RESERVE - $ 3,000
COMMISSIONER HINKLE SECONDED THE MOTION. THE MOTION CARRIED 3-0.
COMMISSIONER HINKLE MOVED TO DESIGNATE ANY REMAINING 1989 HRA FUNDS
TO THE RIVERFRONT DEVELOPMENT. COMMISSIONER KROPUENSKE SECONDED THE
MOTION. THE MOTION CARRIED 3-0.
Chair Gunkel stated that it would be appropriate for the HRA to be
invited to any meetings concerning the Riverfront Development.
6. Consideration of 1989 Tax Levy
• Lori Johnson, Finance Director, indicated that the HRA has the
authority to levy .0081 percent of the taxable market value in the
area of operation for redevelopment purposes. She indicated that
this percentage amount would be approximately $21,000.
COMMISSIONER KROPUENSKE MOVED TO ADOPT RESOLUTION 89-3, A RESOLUTION
ESTABLISHING THE TAX LEVY FOR THE ELK RIVER HOUSING AND REDEVELOPMENT
AUTHORITY FOR COLLECTION IN 1990. COMMISSIONER HINKLE SECONDED THE
MOTION. THE MOTION CARRIED 3-0.
8. Adjournment
There being no further business, COMMISSIONER KROPUENSKE MOVED TO
ADJOURN THE MEETING OF THE HRA. COMMISSIONER HINKLE SECONDED THE
MOTION. THE MOTION CARRIED 3-0.
The meeting of the HRA adjourned at 6:30 p.m.
