1. Call Meeting To Order
Pursuant to due call and notice thereof, the annual meeting of the Elk
River Housing and Redevelopment Authority was called to order at 7:00
p.m. by Chairman Dick Hinkle.
2. Consider 1/12/93 HRA Agenda
COMMISSIONER DUITSMAN MOVED TO APPROVE THE 1/12/93 HRA AGENDA.
COMMISSIONER TOTH SECONDED THE MOTION. THE MOTION CARRIED 4-0.

COMMISSIONER TOTH MOVED TO APPROVE THE 8/25/92, THE 9/8/92, AND THE
11/12/92 HRA MINUTES AS PRESENTED. COMMISSIONER DUITSMAN SECONDED THE
MOTION. THE MOTION CARRIED 4-0.
4. HRA Annual Meeting Items
4.a. Election of Officers
At this time, Chairman Hinkle turned the meeting over to Executive
Director Klaers who explained the slate of officers elected at the
1992 annual meeting. He stated that pursuant to the HRA's
by-laws, it was in order to elect a Chair, Vice Chair, and
Secretary. He further stated that Commissioner Kropuenske, while
not able to attend this meeting, had indicated an interest in
serving the HRA again as its Vice Chair.

DUANE KROPUENSKE AS VICE CHAIRMAN, AND LARRY TOTH AS SECRETARY FOR
1993. COMMISSIONER SCHULDT SECONDED THE MOTION. THE MOTION
CARRIED 4-0.
At this time, the meeting was turned back over to Chairman Hinkle.

COMMISSIONER TOTH MOVED TO DESIGNATE THE ELK RIVER STAR NEWS AS
THE OFFICIAL NEWSPAPER FOR THE HRA FOR 1993. COMMISSIONER SCHULDT
SECONDED THE MOTION. THE MOTION CARRIED 4-0.
4.c. Official Depositories
COMMISSIONER TOTH MOVED TO APPROVE THE SAME DEPOSITORIES USED BY
THE CITY OF ELK RIVER AND THE ECONOMIC DEVELOPMENT AUTHORITY AS
THE OFFICIAL DEPOSITORIES FOR HRA FUNDS IN 1993. COMMISSIONER
DUITSMAN SECONDED THE MOTION. THE MOTION CARRIED 4-0.
It was the consensus of the HRA that the City Administrator should
continue to serve as the Executive Director.
Upon review of the HRA's by-laws, it was the consensus of the
Commissioners not to recommend any changes at this time.
5. Financial Update
Executive Director Klaers reviewed a January 5, 1993 memo from Finance
Director, Lori Johnson. Per the memo, the HRA had a December 31, 1992,
cash balance of $93,091.80, excluding December interest. In 1992, the •
HRA received revenues of $30,289.82, and the HRA had no expenditures
during the year. It was noted that no expenditures in 1992 was
consistent with the goals of the HRA as it desired to accumulate
additional funds for future projects. Executive Director Klaers
reviewed past expenditures, such as the Growth Management Plan, erosion
control along the Mississippi River, etc.
6. Other Business
At this time, staff indicated that it would be likely for the HRA to
meet in 60 to 90 days to review the HRA's share of the cost for various
parking lot improvements. These expenditures are consistent with the
HRA budget for 1993.
In addition, staff advised the HRA Commissioners that the U.S. Census
Bureau designated Sherburne County as part of the thirteen county Twin
Cities metropolitan area. As a result of this designation, Sherburne
County is no longer part of the St. Cloud metropolitan area. Sherburne
County joins Anoka, Carver, Chisago, Dakota, Hennepin, Isanti, Ramsey,
Scott, Washington, and Wright counties in Minnesota plus Pierce County
and St. Croix County in Wisconsin as the latest Twin City metropolitan
area. Because Wright County was previously designated part of the Twin
Cities area, the St. Cloud metropolitan area now includes only Benton
and Stearns Counties.

7. Adjournment
There being no further business, COMMISSIONER TOTH MOVED TO ADJOURN THE
HRA MEETING. COMMISSIONER SCHULDT SECONDED THE MOTION. THE MOTION
CARRIED 4-0.
The meeting of the Elk River Housing and Redevelopment Authority was
adjourned at 7:43 p.m.
