1. Call Meeting To Order
Pursuant to due call and notice thereof, the meeting of the Elk River Housing and
Redevelopment Authority was called to order at 4:35 p.m. by Chair Schuldt.
2. Consider April 4, 1995, HRA Agenda
COMMISSIONER FARBER MOVED TO APPROVE THE APRIL 4, 1995, HRA AGENDA.

COMMISSIONER HINKLE SECONDED THE MOTION. MOTION CARRIED 3-0 WITH
COMMISSIONERS DUITSMAN AND KROPUENSKE ABSENT AT THIS TIME.
3. Consider January 10, 1995, HRA Minutes
COMMISSIONER DUITSMAN MOVED TO APPROVE THE JANUARY 10, 1995, HRA
MINUTES. CHAIR SCHULDT SECONDED THE MOTION. MOTION CARRIED 3-0 WITH
COMMISSIONERS DUITSMAN AND KROPUENSKE ABSENT AT THIS TIME.
Commissioner Duitsman arrived at this time, 4:36 p.m.
4. Open Mike
No one appeared for this item.
5. Consider HRA Statement Of Expenses
Executive Director Bill Rubin reviewed the statement of expenses for January 1,
1995, through March 20, 1995. The statement of expenses for this time period
totaled $1,356.80.
COMMISSIONER HINKLE MOVED TO APPROVE THE STATEMENT OF EXPENSES FOR
JANUARY 1, 1995, THROUGH MARCH 20, 1995 IN THE AMOUNT OF $1,356.80.
COMMISSIONER FARBER SECONDED THE MOTION. MOTION CARRIED 4-0 WITH
COMMISSIONER KROPUENSKE ABSENT AT THIS TIME.

COMMISSIONER HINKLE MOVED TO APPOINT LARRY FARBER AS THE HRA
SECRETARY. COMMISSIONER DUITSMAN SECONDED THE MOTION. MOTION
CARRIED 4-0 WITH COMMISSIONER KROPUENSKE ABSENT AT THIS TIME.
7. HRA Representative To The Riverfront Corridor Committee
COMMISSIONER FARBER MOVED TO APPOINT GENE SCHULDT TO THE RIVERFRONT
CORRIDOR COMMITTEE. COMMISSIONER DUITSMAN SECONDED THE MOTION.
MOTION CARRIED 4-0 WITH COMMISSIONER KROPUENSKE ABSENT AT THIS TIME.
8. Consider A Request From T.J. Properties For Reimbursement Of Redevelopment
Expenses
Executive Director Bill Rubin stated that T.J. Properties has successfully
completed its redevelopment project at Main Street and Freeport Avenue. He
further stated that on June 1, 1994, the HRA approved ❑ redevelopment grant
up to $19,500.00 to T.J. Properties to assist with site preparation costs associated
with the project at Main Street and Freeport Avenue.
Commissioner Kropuenske arrived at this time, 4:38 p.m.
COMMISSIONER DUITSMAN MOVED TO APPROVE A $19,500.00 PAYMENT TO T.J.
• PROPERTIES FOR SITE PREPARATION COSTS ASSOCIATED WITH ITS OFFICE
REDEVELOPMENT PROJECT AT 403 MAIN STREET. COMMISSIONER FARBER
SECONDED THE MOTION. MOTION CARRIED 3-0-2. COMMISSIONERS HINKLE AND
KROPUENSKE ABSTAINED.
9. Interview Candidate Firms For Riverfront Corridor Project
9.1 Hoisington Koegler Group Interview For The Riverfront Corridor Project
Michael Schroeder of the Hoisington Koegler Group, Inc. introduced himself and
Paul Paige of the Hoisington Koegler Group, Inc.. Mr. Schroeder stated that the
Hoisington Koegler Group would be working on the Riverfront Corridor project in
conjunction with MSA Consulting Engineers. Mr. Schroeder introduced Terry
Maurer of MSA. The Hoisington Koegler representatives reviewed its statement of
qualifications for design of a riverfront pathway along the Mississippi River.
9.2 Damon Farber Associates - Interview For The Riverfront Corridor Project
Damon Farber introduced himself and Cliff Swenson of Damon Farber
Associates. Mr. Farber indicated that they would be working in conjunction with
John Oliver and Associates. Mr. Farber introduced John Bogart of John Oliver
and Associates. The representatives of Damon Farber Associates reviewed its
statement of qualifications for the riverfront pathway along the Mississippi River.

Following both interviews, Representatives of the Riverfront Corridor Committee
met briefly to review the candidate firms in order to make a recommendation to
the HRA. Following its review of the candidate firms, the Riverfront Corridor
Committee recommended that the HRA engage the firm of Hoisington Koegler
Group, Inc. for the Riverfront Corridor Project.
COMMISSIONER DUITSMAN MOVED TO ACCEPT THE RECOMMENDATION OF THE
RIVERFRONT CORRIDOR COMMITTEE TO ENGAGE THE FIRM OF HOISINGTON
KOEGLER GROUP, INC. AND TO PROCEED TO DEVELOP THE SCOPE OF SERVICES
FOR THE PROJECT. COMMISSIONER FARBER SECONDED THE MOTION. MOTION
CARRIED 5-0.
11. Other Business
There was no other business.
12. Adjournment
There being no further business, COMMISSIONER HINKLE MOVED TO ADJOURN THE
MEETING. COMMISSIONER FARBER SECONDED THE MOTION. THE MOTION
CARRIED 5-0.
