06-05-1995 HR MIN MEETING OF THE ELK RIVER HOUSING AND REDEVELOPMENT • AUTHORITY HELD AT THE ELK RIVER CITY HALL MONDAY, JUNE 5, 1995 Members Present: Chair Schuldt, Commissioners Duitsman, Farber and Hinkle (Commissioner Hinkle arrived at 5:03 p.m.) Members Absent: Commissioner Kropuenske Staff Present: William Rubin, Executive Director; Sandra Thackeray, City Clerk 1. Call Meeting To Order Pursuant to due call and notice thereof, the meeting of the Elk River Housing and Redevelopment Authority was called to order at 4:59 p.m. by Chair Schuldt. 2. Consider June 5, 1995, HRA Agenda COMMISSIONER FARBER MOVED TO APPROVE THE JUNE 5, 1995, HRA AGENDA. COMMISSIONER DUITSMAN SECONDED THE MOTION. THE MOTION CARRIED 3-0. 3. Consider April 4, 1995, HRA Minutes • Commissioner Duitsman requested a correction to Item No. 3 of the April 4, 1995, HRA minutes. He requested that his name be stricken and Commissioner Hinkle's name be inserted as the maker of the motion to approve the minutes. COMMISSIONER DUITSMAN MOVED TO APPROVE THE APRIL 4, 1995, HRA MINUTES AS AMENDED. COMMISSIONER FARBER SECONDED THE MOTION. THE MOTION CARRIED 3-0. 4. Open Mike No one appeared for this item. 5. Consider a Contract for Services with Hoisinaton Koegler Group, Inc. (Mississippi Riverfront Pathway Design). Executive Director Bill Rubin reviewed the proposed contract for services with the Hoisington Koegler Group, Inc. He stated that the contract is for the design of the proposed Mississippi Riverfront Pathway project in the Elk River Central Business District. Bill Rubin stated that the cost for the contract for services is in the amount of$26,081.00. Commissioner Hinkle arrived at this time (5:03 p.m.). Commissioner Duitsman stated that he supports the HRA funding the design, however, he indicated he would like minutes or reports to be distributed to the • HRA and City Council on a regular basis so as to keep the Council and HRA Commissioners informed. Housing and Redevelopment Authority Minutes Page 2 June 5, 1995 Commissioners Farber and Hinkle indicated that they would like to see as much • public support for the project as possible. Commissioner Farber indicated that in order to receive support, the public will have to be kept informed of the progress of this project. Commissioner Hinkle suggested not calling the project a downtown project as this may eliminate community support. COMMISSIONER DUITSMAN MOVED TO APPROVE A CONTRACT FOR SERVICES WITH HOISINGTON KOEGLER GROUP, INC. IN THE AMOUNT OF $26,081.00 FOR THE PROPOSED DESIGN OF THE MISSISSIPPI RIVERFRONT PATHWAY PROJECT IN DOWNTOWN ELK RIVER. COMMISSIONER HINKLE SECONDED THE MOTION. THE MOTION CARRIED 4-0. Executive Director Bill Rubin informed the HRA Commissioners that Riverfront Committee meetings will be held on June 29 and July 20, 6:30 p.m. at the Elk River City Hall. 6. Consider an Application to Minnesota Housing Finance Agency for First Time Home Buyer Mortgage Funds Executive Director Bill Rubin stated that in 1990 the Minnesota Housing Finance Agency (MHFA) introduced its Minnesota City Participation Program as a way for local governments to access mortgage revenue bond resources for respective housing programs. He stated that in the very near future MHFA is expected to issue $43.75 million in mortgage `revenue bonds and the proceeds will be allocated directly to the Minnesota City Participation Program. Bill Rubin explained that the Minnesota City Participation Program is a first time home buyer program. Applicants may have an adjusted income of $40,800.00 and still qualify for the below-market mortgages. The maximum price of homes purchased under this program is $95,000.00. Bill Rubin stated that the Elk River Minnesota City Participation Program includes the following lenders: First National Mortgage, Heigl Mortgage, and Norwest Mortgage. Bill Rubin further informed the HRA Commissioners that there is a modest fee to help the Department of Finance cover the cost involved with processing the Housing Pool Allotment Request. COMMISSIONER DUITSMAN MOVED TO AUTHORIZE AN APPLICATION TO THE MINNESOTA HOUSING FINANCE AGENCY FOR A MAXIMUM ALLOWABLE ALLOCATION OF ITS MINNESOTA CITY PARTICIPATION PROGRAM FUNDS FOR FIRST TIME HOME BUYER MORTGAGES AND TO DESIGNATE FIRST NATIONAL MORTGAGE, HEIGL MORTGAGE, AND NORWEST MORTGAGE, INC. AS LENDERS FOR THE 1995 MINNESOTA CITY PARTICIPATION MORTGAGE PROGRAM. COMMISSIONER FARBER SECONDED THE MOTION. THE MOTION CARRIED 4-0. 7. Consider Design Concepts for the Proposed Upgrade of a City Owned Parking Lot The Executive Director explained that a 1995 expenditure in the HRA budget includes the upgrade of the parking lot behind Johnson's, Kemper Drug, and Champion Auto. Bill Rubin stated that the Planning staff developed five concepts for the upgrades which have been reviewed with the affected • property owners/tenants. Bill Rubin reviewed the five design options with the HRA Commissioners. After reviewing the designs, the Commissioner's concerns related to the following issues: Housing and Redevelopment Authority Minutes Page 3 June 5, 1995 • Eliminating the exit from the parking lot onto Highway 10 • Allowing enough space for the supply trucks to maneuver • Reserving as many parking stalls as practicable Bill Rubin informed the HRA members that areas of concern of the affected property owners and tenants include: •• Upgrade • Snow removal concerns • Size of stalls to accommodate larger vehicles Bill Rubin informed the Commissioners that the preferred option of the owners and tenants was Option No. 3. It was the consensus of the HRA that Option No. 3 was its preferred option with some minor amendments. COMMISSIONER DUITSMAN MOVED TO ADOPT OPTION NO. 3 WITH THE FOLLOWING REVISIONS OR SUGGESTIONS: • THAT THERE BE A LANDSCAPING AREA ALONG HIGHWAY 10. • TO HAVE PHIL HALS REVIEW THE OPTION FOR SNOW REMOVAL PURPOSES. • CLOSING OFF THE ENTRANCE TO HIGHWAY 10. AND TO AUTHORIZE THE CONSULTING ENGINEERING FIRM OF MSA TO DEVELOP PLANS AND SPECIFICATIONS FOR THESE IMPROVEMENTS. COMMISSIONER FARBER SECONDED THE MOTION. THE MOTION CARRIED 4-0. 8. Other Business There was no other business. 9. Adjournment There being no further business, COMMISSIONER HINKLE MOVED TO ADJOURN THE HRA MEETING. COMMISSIONER FARBER SECONDED THE MOTION.
