1. Call Meeting To Order
Pursuant to due call and notice thereof, the meeting of the Elk River Housing
and Redevelopment Authority was called to order at 5:04 p.m. by Chair Schuldt.
2. Consider October 2, 1995, HRA Agenda
COMMISSIONER FARBER MOVED TO APPROVE THE OCTOBER 2, 1995 HRA
AGENDA. COMMISSIONER KROPUENSKE SECONDED THE MOTION. THE MOTION
CARRIED 3-0.
3. Consider August 28, 1995, HRA Minutes
COMMISSIONER FARBER MOVED TO APPROVE THE AUGUST 28, 1995, HRA MINUTES.
COMMISSIONER KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED
3-0.

5. Consider HRA Statement of Expenses
Commissioner Duitsman arrived at this time (5:06 p.m.).
COMMISSIONER KROPUENSKE MOVED TO APPROVE THE HRA STATEMENT OF
EXPENSES FOR THE PERIOD AUGUST 25 THROUGH SEPTEMBER 25, 1995 IN THE
AMOUNT OF $2,636.36. COMMISSIONER FARBER SECONDED THE MOTION. THE
MOTION CARRIED 4-0.
6. Public Hearing: Consider Concept Plans for the Mississippi Riverfront Pathway
Project
Bill Rubin, Executive Director and Jim Tralle, Riverfront Corridor Committee Chair
stated that the HRA has reached the end of "phase one" of the HRA's contract
with Hoisington Koegler Group, Inc.. Conceptual approval of the Riverfront
Pathway enables the HRA to enter "phase two" and "phase three' of the
• contract. The estimated costs for phase two and three are $11,389.00 (plus
expenses).

Commissioner Hinkle arrived at this time (5:11 p.m.). •
Michael Schroeder and Paul Paige of Hoisington Koegler Group, Inc. presented
the concept plans of the Mississippi Riverfront Pathway Project to the HRA .
Chair Schuldt opened the public hearing.
Jackie Schuelein, Executive Vice President of the Elk River Area of Chamber of
Commerce
She distributed a letter from the Chamber's Board of Directors and requested
that it be entered into the public hearing record. The Board of Directors is in
support of the concept of the Mississippi Riverfront Pathway Project.
Dennis Chuba, Residing on 175th Avenue
Mr. Chuba supports the concept plans. Mr. Chuba urged the HRA to go
forward.
Paul Ammerman, 11965 191st Street
Mr. Ammerman is also representing United Power Association. Mr. Ammerman is
in support to bring the concept of Mississippi Riverfront Pathway Project further.
Mr. Ammerman stated this plan would be an impact on people wanting to live
and work in Elk River.
Dave Beavais, Coordinator Elk River Area Arts Council
Mr. Beavais is in support of the concept plan. Mr. Beavais suggested that the
concept plan be revised because the bandshell takes away the view of the
river. Mr. Beavais also stated that the Commissioners should look at adequate
electrical services and restroom facilities.
Shelle Jewett Perleberg, Natural Expressions Florist
Ms. Jewett Perleberg is in support of the concept plan. Ms. Jewett Perleberg
grew up on Elk River and would like people to have memories of the river as she
did.
Bob Minton, 13700 Riverview Drive
Mr. Minton is in favor of the concept plan. Mr. Minton would like to see the
history brought out in the downtown area.
Bob Saxon, 18044 Union Street
Mr.Saxon is an artist and supports the concept plan.
Robin Tuttle, 13324 Ranch Road
Ms. Tuttle supports the concept of the Mississippi Riverfront Pathway Project. Ms. •
Tuttle grew up in Elk River and remembers when downtown used to be a busy
place.

Mr. Heinzman senses the public opinion is in favor of the project. He stated that
the community knows the riverfront is essential for a revitalized downtown.
There being no further comments, Chair Schuldt closed the public hearing.
COMMISSIONER HINKLE MOVED THAT THE HRA RECOMMEND TO THE CITY
COUNCIL THAT IT APPROVE THE CONCEPT PLANS FOR THE MISSISSIPPI RIVERFRONT
PATHWAY PROJECT WITH REFINEMENTS. COMMISSIONER DUITSMAN SECONDED
THE MOTION. THE MOTION CARRIED 5-0.

There being no further business, COMMISSIONER KROPUENSKE MOVED TO
ADJOURN THE MEETING. COMMISSIONER FARBER SECONDED THE MOTION. THE
MOTION CARRIED 5-0.
The meeting of the Elk River Housing and Redevelopment Authority adjourned at 6:15
