1. Call Meeting To Order
Pursuant to due call and notice thereof, the annual meeting of the Elk River
Housing Authority was called to order at 7:00 p.m. by Chair Schuldt.
1.1 The Elk River Housing and Redevelopment Authority recognized and welcomed
Commissioner Stewart Wilson.
2. Consider Agenda
THE FOLLOWING CHANGES WERE MADE TO THE AGENDA

COMMISSIONER HINKLE MOVED TO APPROVE THE JANUARY 9, 1996 HRA AGENDA
AS REVISED. COMMISSIONER FARBER SECONDED THE MOTION. THE MOTION
CARRIED 4-0.
3. Consider December 18, 1995 Minutes
Councilmember Schuldt noted that the December 18, 1995 minutes had an error
under item 1.
COMMISSIONER HINKLE MOVED TO AMEND THE DECEMBER 18, 1995 MINUTES AS
FOLLOWS:
1. CALL MEETING TO ORDER AT 5:50 P.M. (RATHER THAN AT 6:50 P.M.)
COMMISSIONER FARBER SECONDED THE MOTION. THE MOTION CARRIED 4-0.

4. Open Mike •
4.1 Review Concepts of the U. S. Highway 10 Corridor Study (Michael Schroeder,
Hoisington Koegler Group, Inc.)
Bill Rubin, Executive Director introduced Michael Schroeder, Hoisington Koegler
Group, Inc., who presented the concept level plan for the U. S. Highway 10
corridor. Following Mr. Schroeder's presentation, HRA Commissioners agreed to
review and discuss this item at a later date.
5. Annual Meeting Items:
a) Election of Officers:
Bill Rubin, Executive Director indicated that as part of the annual business
meeting, the Housing and Redevelopment Authority is required to elect Officers.
COMMISSIONER FARBER MOVED TO NOMINATE COMMISSIONER SCHULDT AS HRA
CHAIR. COMMISSIONER WILSON SECONDED THE MOTION. THE MOTION CARRIED
3-0-1. Chair Schuldt abstained.
COMMISSIONER HINKLE MOVED TO NOMINATE COMMISSIONER KROUPENSKE AS
HRA VICE CHAIR. COMMISSIONER FARBER SECONDED THE MOTION. THE MOTION
CARRIED 4-0.
COMMISSIONER HINKLE MOVED TO NOMINATE COMMISSIONER FARBER AS HRA •
SECRETARY. COMMISSIONER WILSON SECONDED THE MOTION. THE MOTION
CARRIED 3-0-1. Commissioner Farber abstained.
Commissioner Farber left the HRA meeting at 6:35 p.m.
b) Designate Official Newspaper:
COMMISSIONER WILSON MOVED TO REDESIGNATE THE STAR NEWS AS THE HRA'S
OFFICIAL NEWSPAPER FOR THE 1996 CALENDAR YEAR. COMMISSIONER HINKLE
SECONDED THE MOTION. THE MOTION CARRIED 3-0.
c) Designate Official Depositories:
COMMISSIONER HINKLE MOVED TO DESIGNATE THE FOLLOWING
BANKS/INSTITUTIONS AS OFFICIAL DEPOSITORIES FOR HRA FUNDS IN 1996:

COMMISSIONER WILSON SECONDED THE MOTION. THE MOTION CARRIED 3-0.

6. Financial Update
Assistant City Administrator, Lori Johnson and Bill Rubin, Executive Director will
present a detailed HRA financial summary at the next meeting.
7. Consider Establishing a Regular Meeting Date for the HRA
Executive Director Bill Rubin suggested that the HRA may want to consider
holding meetings on a regular basis rather than on an as-needed basis due to
the increased issues pertaining to the HRA. Following discussion on this matter,
HRA Commissioners agreed to continue meeting on an as-needed basis.
8. Consider General Updates on Various Projects
The Executive Director updated the HRA on the following projects:
• 1996 Tax Revenue Projection
• Parking Lot Improvements
• Mississippi Riverfront Pathway Project
• ISTEA Grant Application
9. Other Business
9.1 Request for Special Meeting
• COMMISSIONER HINKLE MOVED TO CALL A SPECIAL MEETING OF THE ELK RIVER
HOUSING AND REDEVELOPMENT AUTHORITY FOR TUESDAY, JANUARY 30, 1996 AT
5:00 P.M. TO CONSIDER THE HRA REQUEST FOR A RESERVATION OF FIRST TIME
HOMEBUYER FUNDS THROUGH MINNESOTA HOUSING FINANCE AGENCY.
COMMISSIONER WILSON SECONDED THE MOTION. THE MOTION CARRIED 3-0.
9.2 Check Register
COMMISSIONER HINKLE MOVED TO APPROVE THE JANUARY 8, 1996, HRA CHECK
REGISTER IN THE AMOUNT OF $38.25. COMMISSIONER WILSON SECONDED THE
MOTION. THE MOTION CARRIED 3-0.
9. Adjournment
There being no further business, COMMISSIONER WILSON MOVED TO ADJOURN
THE MEETING. COMMISSIONER HINKLE SECONDED THE MOTION. THE MOTION
CARRIED 3-0.
The meeting of the Elk River Housing and Redevelopment Authority was
adjourned at 8:11 p.m.
