1. Call Meetina To Order
Pursuant to due call and notice thereof, the meeting of the Elk River Housing and
Redevelopment Authority was called to order at 7:01 by Vice-Chair Kropuenske.

COMMISSIONER FARBER MOVED TO APPROVE THE HRA AGENDA. COMMISSIONER
HINKLE SECONDED THE MOTION. THE MOTION CARRIED 3-0.
3. Consider Minutes
COMMISSIONER HINKLE MOVED TO APPROVE THE MARCH 4, 1996 HRA MINUTES.
COMMISSIONER FARBER SECONDED THE MOTION. THE MOTION CARRIED 3-0.
COMMISSIONER FARBER MOVED TO APPROVE THE MARCH 11, 1996 HRA MINUTES.
COMMISSIONER HINKLE SECONDED THE MOTION. THE MOTION CARRIED 3-0.
4. Update on the Mississippi Riverfront Pathway Project-Michael Schroeder,
Hoisington Koegler Group, Inc.
Pat Klaers, City Administrator,stated that the ISTEA grant request is expected to
be denied. Michael Schroeder, Hoisington Koegler Group, Inc. explained the
refinements on the basic concept of the Riverfront Pathway project.
Gene Schuldt arrived at this time 7:25 p.m.
The Housing and Redevelopment Authority would like to see the Riverfront
Pathway Project done in phases. The HRA would like Hoisington Koegler Group,
Inc. to return to the HRA with firm cost figures for a slightly revised plan to be done
• in stages. The Riverfront Committee should be invited to meet with the HRA in
reviewing this revised material from HKgi.

• 5. Discussion on the Central Business District Focus Area Proposal
Mayor Duitsman discussed with the committee some of his issues with a
downtown business district study. A March 29, 1996 memo from the Brimeyer
Group, Inc. on putting together a Economic Development strategic plan was
distributed and reviewed.
6. Discuss the Kina/Main Site and Review the August, 1994 King/Main RFP
Pat Klaers, City Administrator discussed with the HRA the possible purchase of the
properties located on the corner of King and Main Street.
COMMISSIONER HINKLE MOVED TO HAVE EXECUTIVE DIRECTOR PAT KLAERS PURSUE
AN OPTIONS CONTRACT TO BUY THE PROPERTIES LOCATED AT KING AND MAIN
STREET. COMMISSIONER KROPUENSKE SECONDED THE MOTION. THE MOTION
CARRIED 4-0.
10. Other Business
COMMISSIONER KROPUENSKE MOVED TO HAVE A SPECIAL MEETING OF THE
HOUSING AND REDEVELOPMENT AUTHORITY ON APRIL 17, 1996 AT 6 P.M.
COMMISSIONER FARBER SECONDED THE MOTION. THE MOTION CARRIED 4-0.
7. Update on the EDA Business Incubator Program
Pat Klaers, City Administrator distributed and discussed the March 25, 1996, EDA
Minutes on the Business Incubator Program.
8.1 Executive Search for the Director of Economic Development
Pat Klaers, City Administrator, distributed his April 1, 1996, memo and the
timetable from the Brimeyer Group, Inc., for the position of Director of Economic
Development.
8.2 Rip Rap Grant Proiect for the Mississippi Riverbank
Pat Klaers, City Administrator, stated that a grant application has been submitted.
The City received a similar grant in 1992 and 1995 and in 1995 the HRA supplied
the$25,000 local match requirement.
8.3 Roma Tool
Pat Klaers, City Administrator, updated the Commission on Roma Tool. Roma Tool
may be relocating some positions out of the Elk River facility.
9. Consider HRA Check Register
COMMISSIONER KROPUENSKE MOVED TO APPROVE THE HRA CHECK REGISTER IN
THE AMOUNT OF$5,148.16. COMMISSIONER FARBER SECONDED THE MOTION. THE
MOTION CARRIED 4-0.

There being no further business, COMMISSIONER FARBER MOVED TO ADJOURN THE
HRA MEETING. COMMISSIONER HINKLE SECONDED THE MOTION. THE MOTION
CARRIED 4-0.
The meeting of the Elk River Housing and Redevelopment Authority was
adjourned at 8:48 p.m.
