1. Call Meeting To Order
Pursuant to due call and notice thereof, the meeting of the Elk River Housing and
Redevelopment Authority was called to order at 6:01 by Chair Schuldt.
2. Consider Agenda
COMMISSIONER KROPUENSKE MOVED TO APPROVE THE HRA AGENDA AS
AMENDED:
5.5 MINNESOTA HOUSING FINANCE UPDATE
COMMISSIONER FARBER SECONDED THE MOTION. THE MOTION CARRIED 5-0.
3. Consider Minutes
COMMISSIONER FARBER MOVED TO APPROVE THE APRIL 3, 1996 HRA MINUTES.
COMMISSIONER HINKLE SECONDED THE MOTION. THE MOTION CARRIED 5-0.
4. Discussion on the Kino/Main Redevelopment Site
Pat Klaers, City Administrator, introduced the King/Main Redevelopment project.
Mark Kleckner, Century 21 Realty stated in September 1994 the City had an
appraisal done on the three properties. The property located at 307 King was
appraised at$172,000 with a current asking price of$175,000, the property
located at 812 Main was appraised at$74,000 with a current asking price of
$130,000, and the property located at 317 King was appraised at$100,000 with a
current asking price of$105,000. Mark Kleckner has been in contact with all the
owners and all are agreeable with the price. Also, Mark stated that he is certain
the 307 King owners do not have a problem deferring the purchase payments.
Lori Johnson, Assistant City Administrator, explained the tax ramifications for
purchasing the properties by June 30, or after July 1, 1996 for a TIF plan.

• Mayor Hank Duitsman stated his support for the HRA purchasing of the three
properties.
Denny Chuba, Chuba Co., handed out concept plans for a proposed
professional building.
COMMISSIONER HINKLE MOVED TO FINALIZE A PURCHASE PROPOSAL FOR HRA
CONSIDERATION. COMMISSIONER KROPUENSKE SECONDED THE MOTION. THE
MOTION CARRIED 5-0.
COMMISSIONER KROPUENSKE MOVED TO HAVE A SPECIAL MEETING OF THE
HOUSING AND REDEVELOPMENT AUTHORITY ON MONDAY, MAY 6, 1996 AT 5:15
P.M. COMMISSIONER FARBER SECONDED THE MOTION. THE MOTION CARRIED 5-
0.
5. Other Business (Verbal Updates)
5.1 Business Incubator Program
Pat Klaers, City Administrator, updated the HRA on the Business Incubator
Program. Pat Klaers stated the School District 728 has made an offer on the
County Administration Building. The School District would like to move their
Administrative offices to this location.
5.2 Roma Tool Loan
Pat Klaers, City Administrator, stated he and Lori Johnson had a conference call
with the owner of Roma Tool. Roma Tool stated they are not leaving but only
downsizing for the time being.
5.3 Proposal for an Economic Development Strateaic Plan and its Relationship to
the Central Business District Focus Area Study
Pat Klaers, City Administrator, informed the HRA that he has spoke with the
Economic Development Authority and the EDA will wait to make any decisions
until a Director of Economic Development is hired.
5.4 Mississippi Riverfront Pathway Project
Pat Klaers, City Administrator, handed out a letter from Michael Schroeder,
Hoisington Koegler Group Inc., for review. Pat Klaers will send out a memo to
the Riverfront Pathway Committee for a meeting on May 22, 1996.
5.5 Minnesota Housina Finance Update
Pat Klaers, City Administrator, handed out a news alert from the Minnesota
Housing Finance Agency. Pat Klaers stated this first time home owner program
would help 3 or 4 families to own a home.

6. Adjournment
There being no further business, COMMISSIONER HINKLE MOVED TO ADJOURN
THE HRA MEETING. COMMISSIONER FARBER SECONDED THE MOTION. THE
MOTION CARRIED 5-0.
The meeting of the Elk River Housing and Redevelopment Authority was
adjourned at 7:45 p.m.
