11-25-1996 HR MIN • MEETING OF THE ELK RIVER HOUSING AND REDEVELOPMENT AUTHORITY HELD AT THE ELK RIVER CITY HALL MONDAY, NOVEMBER 25, 1996 Members Present: Chair Schuldt, Commissioners Kropuenske, Hinkle, Wilson, and Farber Members Absent: None Staff Present: Paul Steinman, Executive Director; Pat Klaers, City Administrator Other Present: Mayor Duitsman 1. Call Meeting To Order Pursuant to due call and notice thereof, the meeting of the Elk River Housing and Redevelopment Authority was called to order at 5:00 p.m. by Chair Schuldt. 2. Consider November 25, 1996, HRA Agenda COMMISSIONER FARBER MOVED TO APPROVE THE NOVEMBER 25, 1996, HRA AGENDA. COMMISSIONER KROPUENSKE SECONDED THE MOTION. THE MOTION • CARRIED 5-0. 3. Consider Consent Agenda COMMISSIONER HINKLE MOVED TO APPROVE THE CONSENT AGENDA AS FOLLOWS: 3.1. OCTOBER 14, 1996, HRA MINUTES-APPROVED 3.2. CHECK REGISTER-APPROVED COMMISSIONER WILSON SECONDED THE MOTION. THE MOTION CARRIED 5-0. 4. Consider Modifications to the HRA Bylaws Executive Director Paul Steinman reviewed with the Commission the major changes that are being proposed to the HRA bylaws. Two items noted were the monthly meeting date of the fourth Monday of each month and the special meeting provisions. COMMISSIONER HINKLE MOVED TO APPROVE THE MODIFICATIONS OF THE HRA BYLAWS AS PRESENTED. COMMISSIONER FARBER SECONDED THE MOTION. THE MOTION CARRIED 5-0. 5. Discussion on Draft TIF District No. 16 Plan • Executive Director Paul Steinman reviewed with the HRA the draft Tax Increment Plan for TIF District No. 16. It was noted that the Planning Commission will review Ell: River Housing and Redevelopment Authority Meeting Page 2 November 25. 1996 • this draft at its November 26, 1996, meeting, and that the City Council will hold a public hearing on the proposed district at its January 27, 1997, meeting. The School and County will receive a draft plan in the next week or so and their review should take place either in later December or early January. The financial analysis for the King and Main TIF No. 16 project was discussed including the repayment plan and maximum number of years to pay off the district. The Executive Director noted that no action is necessary by the HRA at this meeting and that this information is provided for discussion and review. 6. Update on Strategic Planning Process Executive Director Paul Steinman and Commissioner Kropuenske, Strategic Planning Task Force member, reviewed with the HRA the progress that the Economic Development Strategic Planning Task Force has made to this date. The HRA indicated its support for the downtown redevelopment issue being one of the top priorities for the City economic development plan. The HRA indicated its support of how the Task Force is proceeding and expressed interest in being kept abreast as to the progress that the Task Force is making. 7. Other Business 7.1. December HRA Meeting It was noted that the December HRA meeting is scheduled for December 23, 1996. COMMISSIONER HINKLE MOVED TO CANCEL THE DECEMBER 23, 1996, HRA MEETING. COMMISSIONER KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 5-0. 7.2. Financial Statement Executive Director Paul Steinman distributed the financial statement for the HRA for the period ending on 10/31/96. 7.3. TIF Plan No. 16 - Project Schedule Executive Director Paul Steinman distributed to the HRA the tentative King and Main -TIF No. 16 project schedule. 7.4. Old County Administration Building A general discussion took place regarding the old County Administration Building in the downtown and the possible purchase of this facility by the School District for use by its School Administration department. COMMISSIONER KROPUENSKE MOVED TO HAVE THE HRA INDICATE ITS SUPPORT FOR THE SCHOOL DISTRICT PURCHASING THE OLD COUNTY ADMINISTRATION • BUILDING IN THE DOWNTOWN AND USE OF THIS FACILITY BY THE SCHOOL ADMINISTRATION DEPARTMENT. COMMISSIONER FARBER SECONDED THE MOTION. Elk River Housing and Redevelopment Authority Meeting Page 3 November 25, 1996 • THE MOTION CARRIED 4-0-1. Commissioner Hinkle abstained due to the fact that he may be involved in the transaction as the real estate agent of record. 8. Adjournment There being no further business, COMMISSIONER FARBER MOVED TO ADJOURN THE MEETING. COMMISSIONER WILSON SECONDED THE MOTION. THE MOTION CARRIED 5-0.
