The Personnel Committee was directed by the Mayor and City Council to conduct a salary survey for non-exempt and exempt employees within the City of Elk River pay plan. One of the reasons for the salary survey was to look at our 2004 pay plan in comparison to median wage data. The Personnel Committee chose 12 various cities throughout the seven county metro area to use for our 2004 salary survey. The cities were selected not only for their population similarity to the City of Elk River, but also for the consistent growth within the community. The population of the sampled cities varied from 17,900 to 26,500. Each community is experiencing similar growth patterns and growth related issues as we are in the City of Elk River. The twelve cities surveyed include: Hastings, Savage, Andover, Lino Lakes, Anoka, Prior Lake, Ramsey, Farmington, Forest Lake, Rosemount, Chaska, and Champlin. After selecting 12 ciries, the Personnel Committee then proceeded to select 13 positions throughout the pa), plan in both the non-exempt and exempt categories. The positions selected were based on job classification similarities from city to city. Next, the Personnel Committee gathered data for each position and looked at the 12 communities' pay range for each of the selected positions versus the pay range within our City of Elk River pay plan. The focus is on the median wage of the surveyed communities in comparison to our pay plan. The Personnel Committee agreed that the findings of the 12 surveyed cities would result in establishing a median wage for each position surveyed. The Personnel Committee will be distributing the survey results for both the non-exempt and the exempt positions surveyed from the 12 selected cities. The Committee members will be prepared to discuss the survey results and any conclusions the Committee has made in reference to the exempt and non-exempt pay plan survey. Following Council worksession discussion on August 9, 2004, the Personnel Committee is looking to implement any changes within the pay plan as directed by the Mayor and City Council. The Committee believes any changes as directed by the Mayor and City Council should be implemented in a timely manner and possibly as soon as September 2004. The Personnel Committee will also be discussing some department specific exceptions and also the relationship of the building inspectors additional compensation and the role that will play on the recently completed salary survey. The Personnel Committee will be making a recommendation to the Mayor and City Council in reference to both the non-exempt and exempt positions within the City of Elk River pay plan. The Committee members will be present at the August 9, 2004, City Council meeting to answer any questions that the Mayor and City Council may have in reference to the 2004 salary survey.
