City Insurance Agent, Mary Eberley, and I will be present at Monday's meeting to provide
information on renewal of the city's insurance policies including property, liability, liquor
liability, open meeting la,v, and other related policies. The current coverage actually expired
July 1; however, because the League of Minnesota Cities Insurance Trust (LMCIT) was
unable to complete underwriting and renewal by July 1, a binder was issued effective July 1
to ensure continuous coverage.
Unfortunately, the renewal information has not yet been received from LMCIT; however,
we do expect to receive it prior to Monday's meeting. Therefore, detailed information on
the premium and other issues will be presented ar the meeting.

Thank you for the time on your Agenda for the meeting of August 16, 2004. I will attend
to present the insurance renewal information from the League of Minnesota Cities
Insurance Trust for 2004. We will try to keep the presentation brief out of respect for
your busy agenda, but I will be happy to address any questions you may have at the
meeting, or at any later time.
Although the City's renewal is again late for this year, there is improvement in the
timing. The City's coverage has been under Binder since July 1, 2004, so there is no gap,
however renewal covenants are awaiting your approval of the proposal. In general, the
renewal proposal is again favorable, and the League's self-insured group program
continues to be successful and stable. Members continue to have superior expertise
available through the League program, and claims service is certainly among the
strongest available in the marketplace.
City Staff and, of course, Lori Johnson, continue to be professional and thorough as we
work together on the City's insurance program each year. I appreciate the chance to
work closely with them, and want to say again, that I am happy to both live in the City of
Elk River, and work with you and your staff!
A brief outline of the premium costs is attached for this year's renewal. I have included a
few notes about points I felt were important, explanations about some of the premium
changes, and several options for your consideration. I will also be available for any other
questions you may have. Please allow me to point out several special points:
1) LMCIT Rates - the overall net result of LMCIT rate changes for this year
should normally be about $ O. Property rates were increased by about 10%,
reflecting loss experience, but municipal liability rates were decreased for the
program. In our case, however, City of Elk River's experience rating credit
was reduced for municipal liability, largely due to the impact ofthree land use
claims. No loss has been paid, however, defense and investigation costs have
totaled almost $80,000 over these three claims. Land use and employment
related claims are considered at a factor of twice the costs and reserves, so in
this case, the financial impact to the City's experience is double the costs to
date.

2) Liquor Liability rates with the League program have stayed stable. Although
the League program has been generally higher priced in the past, it has
remained stable - and available! Other markets continue to be difficult from a
price standpoint and sporadic.
3) Workers Compensation coverage will renew in October. We expect the
Experience Modifier to stay very favorable. The City's recent history from a
safety standpoint has been excellent!
4) We have included an optional quote again this year for Excess Liability
coverage. At $1,000,000 limits, the additional cost would be $50,236. At a
$2,000,000 limit, the annual additional cost would be $ 75,354.
5) Changing to a $2,500 Deductible this year, would result in a savings of
$14,690. I feel this option is worth considering this year. The City changed
. to $1,000 Deductible in 2002, and although 2001 and 2002 were generally
more costly from a claims standpoint, 2003 was excellent. I have requested a
complete set ofloss history valued as of 7/1/2004, but currently see only 3
claims other than Workers Compensation. Of course, others can still be
reported, however, the frequency of claims filed appears to be declining. This
can make an increased Deductible more attractive.
The Council can decide to go ahead with the $2,500 Deductible, or can
request additional study with a follow-up recommendation at a later date.
We can also wait one more year to see if there is credibility in the results, or
any trending, and review again next year.
6) LMCIT paid a Dividend of$ 42,586 to city of Elk River in December 2003.
7) Optional Bond quote for a limit of $300,000 is an additional $123 annually.
A limit of $500,000 would be an additional $ 369 annually.
If the Council has any other questions, I will be happy to address them at your meeting,
with Staff, or at any other time convenient for you. Based on the continued stability and
superior coverage offerings, I can recommend the Council pass a motion to accept the
LMCIT renewal offer at $270,577, or to amend with any options selected, for the July
1,2004 to July 1,2005 coverage period.
