I 0 MEMORANDUM TO: FROM: Mayor and City Co.uncil Michele McPherso~irector of Planning DATE: August 16, 2004 SUBJECT: Consider Ordering Boundary and Topographic Survey for the Street Department Property and the Library Property The Planning staff has been working the City Administrator and Librarian, as well as the Streets Superintendent to master plan the Library and Public Works furore expansions. Additional detailed site information is now required to continue this work. Attachments Memo from the City Engineer Regarding Costs of Boundary and Topographic Surveys · Public Works Existing Condition Plan · Library Aerial Photo Library Survey While the City has completed previous expansions to the Library, staff does not have access to survey or topographic information. In addition, two single-family homes have been acquired for the future expansion of the Library. In order to complete accurate concept and develop parking and storm pond plans, topographic and boundary surveys are needed by staff. The City Engineer has submitted a proposal not to exceed $7,300 to complete a boundary and topographic survey for the Library site. Public Works Facility The Street Superintendent, in the Capital Improvements Budget, has identified the need for a new salt storage facility, a tempered storage building, and a building addition. In order to process these additions, a Conditional Use Permit will be required and accurate site information is needed. In addition to having basic site information such as a boundary survey and site topography, there are wetlands located on the site, which must be delineated Street Dept./Library Projects August 16, 2004 Page 2 and then protected from surface water runoff, once building plans and additions have been approved. The City Engineer has submitted a proposal to complete a boundary and topographic survey and wetland delineation for the sum not to exceed $17,300. The requested work can be completed in 60 days once authorized by the City Council. The information will be provided electronically to staff. Recommendation Staff recommends that the City Council authorize the boundary and topographic surveys for the Library and Public Works facilities and wetlands delineation for the Public Works facilities. Attached are two exhibits which show the area included in the proposal. At the Street Department site the scope of work would be a boundary survey including all necessary research and fieldwork to establish the perimeter of the site and replace any iron pipe monuments that are not found in the proper locations in the field. The boundary fieldwork would then be sent to the office for computations and preparation of a site boundary certificate. The total cost for this work would be $7,100.00. The second step would be the initial wetland delineation by our certified wetland person. The survey crew would then pick up the delineation markers so that they could be shown on the topographic drawing and an initial wetland delineation report would be prepared. It should be noted that at this time, this item does not include a wetland mitigation plan since the extent of wetland impacts will not be know. The total cost for this phase of the work would be $3,200.00. The final portion of the work at the Street Department site would be to do the fieldwork to pick up the topographic contours of the site and then prepare a drawing using the boundary survey as a base. The frnal drawing showing the topographic information, wetland boundaries, and boundary survey would be submitted to the City electronically. The total cost of this portion of the project would be $7,000.00. All three portions of the scope of services at the Street Department site combined would be $17,300.00. At the Library site, the boundary survey would again include the necessary research and field work to establish the locations and place missing iron pipe monuments. This information would then again be submitted to the office and a boundary survey certificate would be prepared. Total cost for the Library site for this phase of the work would be $4,000.00. It would show the existing library building and parking area, as well as the existing homes and topographic features on the two lots to the west of the library proper. A copy of the final drawing would be provided electronically. Total cost for this phase of the work would be $3,300.00. Total cost for the entire library sire including the boundary and topographic survey would be $7,300.00. Both of these cost estimates represent the maximum cost for each phase and would not be exceeded. They do, however, assume that both sites would be authorized to proceed at the same time, gaining some economies of scale relative to the research and fieldwork necessary to complete the scope of services. We are prepared to begin work on these sites as soon as authorization is given and would expect that the electronic versions of the data for both sites would be available to the City within 60 days.
