Action Requested
Adopt,by motion, the attached resolution and ordinance amendment.
Background/Discussion
The Energy City Commission Ordinance currently states the Commission shall meet a minimum of four
times per year and that the meeting date and times shall be set by resolution. In order to streamline the
process, the ordinance shall be updated so there is no resolution required and therefore the current
Resolution 11-27 shall be rescinded.
The Energy City Commission will meet at a minimum of four times per year but will also continue to
organize special meetings, subcommittee meetings, and conduct monthly updates from city staff to
Commission Members.

An Ordinance Amending Section, 2-355, Governing the Meetings and Rules of
Procedures of the Energy City Commission of the City of Elk River, Minnesota,
City Code
The City Council of the City of Elk River does hereby ordain as follows:
SECTION 1.That§ 2-355,Meetings and rules ofproeedures, of the City of Elk River Code of
Ordinances shall be amended to read as follows:
The energy city commission shall meet at least four times each calendar year. The
dates, times,and locations shall be established by city council resolutio as follows:
third Wednesday of February,May,August, and November at 8:30 a.m. at Elk River
City Hall. Additional meetings may be held at any time at the call of the chair or the
request of two other commissioners. Notice of additional meetings,including the
time and place thereof, shall be communicated to each member of the commission at
least three days prior to the meeting,posted at city hall, and if time permits,
published in the city's official newspaper. The commission shall be governed and
operated pursuant to the most recent edition of Robert's Rules of Order.
SECTION 2.That this ordinance shall take effect upon adoption.

Resolution 15-
A Resolution of the City of Elk River Rescinding Resolution 11-27 Relating to
the Meeting Time for the Energy City Commission Meetings and Amending
Ordinance 2-355
WHEREAS, pursuant to Section 2-355 of the Elk River City Code, the dates, times, and
locations of the Energy City Commission meetings shall no longer be set by resolution but
by Elk River City Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk
River,Minnesota, as follows: that the City Council of the City of Elk River,Minnesota,
hereby rescinds Resolution 11-27.
