Background/Discussion Members of the community approached City Council with the idea to construct a dock on the Mississippi River at Rivers Edge Commons Park. The City Council directed staff to review options for a possible dock. Staff found, through the DNR, that a seasonal dock,which could be removed during the winter months, was a possibility. The Park Concept Plan was approved by Council earlier this year. Preliminary design to accurately determine the cost and feasibility of the dock and related access is estimated to cost approximately $8,700. The actual construction documents and construction administration will be an additional cost. Paul Paige from HKGi will attend City Council meeting to discuss the proposal of adding a dock to the current park project. Review with other communities on river that have docks and there experience with products/design, maintenance, storage approaches. Likely candidate cities include Monticello and Anoka. Review with MNCOR the parameters of custom dock and gangway options available. Update survey base map for elevations and grading at shoreline and field verify specific rock and tree situations in the area of the future dock. Task 2—Access and Dock Feasibility Study Based on discussions with area cities regarding best practices for their docking systems,the HKGi team will create a preliminary layout for stair/step access and gangway/dock(ADA ramp not in scope), including the following: • Concrete step with hand rails—material and foundation to be verified • Concrete landing with small overlook with seating area above average high water line • Explore concrete or stone steps to dock ramp/gangway • Dock ramp/gangway with railings hinged for adjustment to water levels • Dock with railing suitable for fishing, and boat access area without railing for boat tie up • Explore integration of kayak docking options • Landscape/shoreline restoration plan as required • Consider how access fits in with future park improvements—future trail/ADA ramp • Structural and Civil schematic approach (not detailed engineering) of planned improvements to accommodate high water events—pilings, slab on grade, anchoring system, etc. • Update the project construction estimate based on the schematic design approach for the stair/gangway/dock Task 3-Develop Maintenance Plan Assist City in developing plan for removal and storage. Including time of year, additional resources needed, location for storage, and routine maintenance. Assist City in developing plan for mitigating potential damage due to strong currents and damaging river debris. Task 4-Related Permitting Permits required are anticipated to be: a. City of Elk River i. Conditional Use Permit for the stair/gangway/dock ii. Shoreland Permit iii. Floodplain Permit iv. Excavation and Filling Permit v. Certification of No Rise (recommended as otherwise additional requirements will apply) b. MnDNR—no permit is needed as long as the MnDNR is in agreement that the project does not obstruct navigation or create a water safety hazard and that the project meets the following seven conditions identified in Mn Rules 6115.0210 Subp. 4: i. The structure or mooring facility will not constitute a hazard to navigation or public health, safety, and welfare, as determined by the commissioner. ii. The structure will allow the free flow of water beneath it iii. The structure or mooring facility is not used or intended to be used as a marina iv. The structure of mooring facility is consistent with or allowed under local land use controls, as determined by the local government land use authority. v. The structure, other than a watercraft lift or watercraft canopy, is not more than eight feet in width and is not combined with other similar structures so as to create a larger structure vi. Docks placed on rock filled cribs are located only on waters where the bed is predominantly bedrock,which is incapable of accepting pilings c. USACE—a Section 10 permit may be required as the project may be in a navigable water of the US. If required,the USACE permitting process may take 4 to 6 months to complete. Further communication with the USACE District staff will need to occur to verify the applicability of this permit relative to the stair access/dock project. Task 5—Civil/Structural Engineering and Site related Construction Documents a. Once a final design has been established,the HKGi team will incorporate the supported access/gangway/dock configuration into the CD package. Civil and structural engineering tasks will be required to ensure that the public investment will be able to sustain high water events. The exact scope of engineering will be determined once an agreed upon design and maintenance approach are refined through Tasks 1 through 4. b. Required documentation is anticipated to be; enlarged layout plans, site sections, and details related to the stair,gangway, and dock will be included. Supporting specification sections will also be developed to incorporate the design into the upcoming 2016 park improvement project. Task 6—Construction Administration c. Review and approval of shop drawing submittals for dock,gangway, and achorage system d. Construction observation of the proposed stairway/gangway/dock installation and related site work e. Review and administer pay requests and forward to City for payment as part of the phase one project f. Coordinate as-builts with selected contractor as part of project closeout This proposal is based on the following assumptions: 1. Dock system is provided by MINNCOR Industries (a DNR approved vendor). Other vendors may need additional review time/tasks 2. The dock system is intended to be seasonal with removal in the late fall 3. Structural engineering of any required foundations or anchor systems is not included in the basic tasks (detailed engineering is proposed as future task 5). This service, if required,will be estimated once a design has been established 4. A USACE Section 10 Permit is assumed to not be required. If required,this may be a time consuming task. See description above for additional information 5. A DNR permit is not required. 6. Legal review of potential liability exposure is not in this scope, and is assumed to be done concurrently by City staff 7. Coordination with FEMA, if required, is not part of this scope Proposed Design and Engineering Fees: Due to the undetermined nature of the final design of the access stair/gangway/dock,the HKGi team proposes to include tasks 1 through 4 as an initial step in determining the viability/feasibility of the dock design and as a means of providing a more realistic design prior to determining the scope for tasks 5 and 6. Tasks 1 through 4 will provide enough background and preliminary design to accurately determine the cost and feasibility of the dock and related access. The HKGi team proposes to accomplish Tasks 1 through 4 of the above described scope for a fee of $8,700.
