PRSR 09-09-2015 City:(4 ElkMeeting of the Elk River Parks and Recreation Commission River Held at the Elk River City Hall Wednesday,July 8, 2015 Members Present: Chair Anderson, Commission members Ahlness,Holmgren, Kallemeyn,Niziolek,and Nystrom Members Absent: Commission member Sagan Council Liaison: Ms.Wagner Staff Present: Parks and Recreation Director,Michael Hecker,Park Planner Chris Leeseberg,Recreation Manager, Steve Benoit,and Recreation Coordinator,Tonya Love I. Call Meeting to Order Pursuant to due call and notice thereof, the meeting of the Elk River Parks and Recreation Commission was called to order at 6:30 p.m. by Chair Anderson. 2. Consider 7/8/15 Agenda Mr. Hecker added Item 7.1 American Flags in city parks. Moved by Commissioner Ahlness and seconded by Commissioner Kallemeyn to approve the July 8,2015, Parks and Recreation Commission meeting agenda with added agenda item. Motion carried 6-0. 3.1 Consider June 10, 2015 Regular PRC Minutes Moved by Commissioner Ahlness and seconded by Commissioner Kallemeyn to approve the following June 10,2015 Parks and Recreation Commission Minutes. Motion carried 6-0. 4. Open Forum -None 5. Park/Program Highlight Mr. Benoit shared a presentation regarding the new Kick off to Summer free family event held in June. 6. Renaming of Big Tooth Ridge Park Mr. Hecker presented his staff report. Moved by Commissioner Ahlness and seconded by Commissioner Nystrom Parks&Recreation Commission Minutes Page 2 July 8,2015 to recommend to City Council to rename Big Tooth Ridge Park to Woodland Trails Park. Motion carried 6-0. 7. Discussion Items-American flags in the parks Mr. Hecker shared the idea of installing American flags and poles in a few parks. There would be a requirement to have lighting at the flag pole to keep it up overnight. Orono Park flag was taken down recently,because it doesn't follow Parks and Recreation mission statement. When flags go to half-mast it takes overtime for the staff to take care of that. Commissioner Holmgren asked if current flag poles are lighted. Mr. Hecker stated that the flag pole at lion John Weicht Park does not have lighting. Commissioner Holmgren asked how we would pay for cost of electrical. Mr. Hecker stated that Elk River Utilities may donate to the project,however this would need to be pursued. Commissioner Niziolek stated he would like to see a solar powered electrical hook up for future flag poles and lighting. Commissioner Anderson asked if the American Legion will participate in getting these installed since they are the ones inquiring. Mr. Hecker does not know at this time. Commissioner Anderson shared that we need to take a careful look at adding more things,and to look at having flags available for when needed. There is no need to have a flag at Orono. Mr. Hecker stated that when the Orono Park Master Plan improvements are made a flag pole could be looked at adding to it. Commissioner Ahlness said the more places the better. Commissioner Kallemeyn shared that we need to be aware of the cost and get donations to help cover it.We need to understand size and cost, operational cost. Commissioner Anderson is not opposed to flag. Commissioner Nystrom,install flagpole and have flag on demand with user being responsible for raising and lowering flag. Council member Wagner concurs with having flagpoles at Athletic complexes. poi # AEI sr MATURE Parks&Recreation Commission Minutes Page 3 July 8,2015 Commissioner Niziolek said they should have them available for events only, and there is no purpose for having them at night. General consensus of commission is to find a way to accomplish this at DAAC, YAC and Oak Knoll Athletic Complexes. Start with DAAC and YAC and look for donations. 8. Parks and Recreation Director Report Mr. Hecker presented his staff report. HKGi was approved by City Council to do the Rivers Edge Commons Park expansion. City Council approved the William H. Houlton Conservation Area name for Houlton Farm property. There will be a joint meeting with City Council, Planning Commission and Parks and Recreation Commission scheduled. Chris Leeseberg's last meeting tonight he is now the Sr. Planner.Thanked him for his time and effort. 9. Division Manager's Reports Mr. Benoit presented his staff report. Skate Park update will have more to report on at the next meeting. 10. William H. Houlton Conservation Area Committee Update Commissioner Anderson shared an update of the groups activity. Decisions are made by City Council; cost to save or dispose of the buildings is around$100,000. II. Announcements Commissioner Anderson discussed the deer herd reduction meeting. The quota for Sherburne County is one per hunter and recommending not pursuing a reduction until 2016 and ask for limits to be removed. 12.
