PRSR 09-09-2015 ✓,/ City Elk Memorandum River To: Parks and Recreation Commission From: Michael Hecker,Parks and Recreation Director Date: September 9, 2015 Subject: Director's Report This report is a monthly highlight of department activities related to collaboration, strategic planning, staff changes/development,and park operations National Recreation and Park Association Annual Conference and National Awards I will be attending the NRPA Annual Conference in Las Vegas the week of September 14. I will attend education sessions, the exhibit hall and networking with over 6,000 parks and recreation professionals. Dave Anderson will be joining me for a few days to receive the 2015 Robert M.Artz Citizen Advocacy Award. The Robert M.Artz Award recognizes a citizen, an elected or appointed official, or volunteer who has demonstrated efforts to forward public parks and recreation through education and activating the public in their community, state or at the national level. Dave will be recognized and presented with this award on Thursday, September 17 at the Best of the Best Ceremony. This annual ceremony recognizes the phenomenal work being done in the field of parks and recreation nationwide. This is the most prestigious parks and recreation national award that can be given to a citizen volunteer/ appointed official. Congressman Tom Emmet will also recognize Dave for his national award at the September 21 City Council meeting. Rivers Edge Commons Park Phase One The city received three proposals for the Rivers Edge Commons Park Phase One. HKGi received the strongest support for the project due in part to their work plan deliverables,project schedule, familiarity with the city, and the pricing. City Council approved moving ahead with this project in July. The cost estimates for this project will be presented to City Council on October 19. An addendum to this project dock and related access will be discussed at the City Council work session on Tuesday, September 8. November Commission Meeting The November Parks and Recreation Commission meeting scheduled for November 11 needs to be rescheduled since this falls on a city holiday Veterans Day. LuAnn Wilcox Finlayson The Commission's Evaluation Team(ETeam)reviewed 85 applications in this round of requests for Regional designation.It is the role of the ETearn to help the Commission District 2 objectively identify those facilities that meet the high standards for quality established by the Rita Albrecht Commission.All applications received a Step 1 ranking evaluation, resulting in either a Bemidji "High,""Medium,"or"Low"rank.Applications that ranked"High"become eligible for Step 2 Bryan Pike scoring evaluation upon completion of a qualified Master Plan. Brainerd Your application has been reviewed and given a"High" ranking in this application cycle.This District 3 facility was identified as having a high quality application and potential for designation as a Mike Hulett Regional park or trail.However,we cannot conduct a complete Step 2 Scoring evaluation Moorhead until a qualified Master Plan is submitted.Once a Master Plan is submitted,the ETeam will score the application.If you wish to be considered for funding in the recommendations that AI Lieffort will be submitted to the legislature in January 2016,please have your Master Plan submitted Alexandria to us by September 1.The Commission will continue to accept Master Plans and score high ranking applications as those Master Plans are received.
