Minnesota Municipal Utilities Association Safety Management Program Contract Renewal
BACKGROUND:
Elk River Municipal Utilities (ERMU) contracts with Minnesota Municipal Utilities Association
(MMUA)to provide safety training through their Safety Management Program and Job Training
and Safety(JTS) Program. The Safety Management Program provides required trainings on
topics such as blood borne pathogens and right to know. The program also provides customer
specific trainings like Pole Top Rescue training and OSHA compliance inspections for water and
electric facilities. Elk River Municipal Utilities is one of 11 municipals in the Central Group of
the Safety Management Program. The JTS program provides training more specifically for the
electric and technical service departments. Elk River Municipal Utilities is one of six in our JTS
group. The contract period runs from October—September.
DISCUSSION:
For the 2015-2016 MMUA Safety Management Program contract period, ERMU's costs
increase $1,300 to an annual total of$21,900. This provides two days per month. Since 2009, the
MMUA JTS Program's cost for ERMU has been$6,000 annually. There will be no increase for
this program for the 2015-2016 program period.
ACTION REQUESTED:
Staff recommends approval to execute of the 2015-2016 MMUA Safety Management Program
renewal.

It is time to renew your safety management program contract. If we held a
regional group meeting earlier this year, please note that the budgets have not
changed since then, unless to make specific corrections. For those where we did
not hold a group meeting this year, please note that the budgets have been
created with the goal of having minimal price increases while covering MMUA's
costs in providing your service. The contract amendments will cover October 1,
2015 through September 30, 2016, to coincide with MMUA's fiscal year.
Two copies of your contract amendment are enclosed. Please sign both contracts
keeping one for your records and mailing the other to the address shown below.

AMENDMENT TO SERVICES AGREEMENT
Safety Management Proaran
Contract Date: July 7, 2015 Contract Number: 5-2016
The services agreement entered into between Minnesota Municipal Utilities Association
(MMUA) and Elk River Municipal Utilities (Elk River), dated August 11, 2014, contract
number 5-2015, is amended as follows:
PART II, Section 1.
1. DURATION: This Agreement shall remain in force from October 1, 2015 until
September 30, 2016 (the "expiration date").
PART III, Section 1.
1. COMPENSATION: For the services covered by this Agreement, Elk River shall
pay MMUA an annual fee of twenty-one thousand nine hundred dollars and 00
cents ($ 21,900.00) for the 2015-16 annual period. Such compensation shall be
due and payable according to the selected payment terms below.
Payment terms for the fee agreed to above shall be based on one of the following
options (select one):
❑ Annual Payment ($21,900.00)
❑ Quarterly Payments ($5,475.00 each)
For any term of less than twelve full calendar months, the fee shall be a portion
of the annual fee, pro-rated based on the number of calendar months or partial
calendar months in which the services were provided as a percentage of twelve
(12).
The parties hereby accept the terms of the Agreement as modified.

8.2 SYSTEM DESIGN
8.2.1 Pressure
All water mains, including those not designed to provide fire protection, shall be sized after a
hydraulic analysis based on flow demands and pressure requirements. The system shall be
designed to maintain a minimum pressure of 20 psi(140 kPa) at ground level at all points in the
distribution system under all conditions of flow. The normal working pressure in the distribution
system shall be at least 35 psi (240 kPa)and should be approximately 60 to 80 psi (410 -550 kPa)
and not less than 35 psi (240 kPa).
8.2.2 Diameter
The minimum size of water main which provides for fire protection and serving fire hydrants shall
be six-inch diameter. Larger size mains will be required if necessary to allow the withdrawal of the
required fire flow while maintaining the minimum residual pressure specified in Section 8.2.1.
The minimum size of water main in the distribution system where fire protection is not to be
provided should be a minimum of three(3) inch diameter. Any departure from minimum
requirements shall be justified by hydraulic analysis and future water use, and can be considered
only in special circumstances.
8.2.3 Fire protection
When fire protection is to be provided, system design should be such that fire flows and facilities
are in accordance with the requirements of the State Insurance Services Office.
84.4 Dead ends:

b Dead end mains shall be equipped with a means to provide adequate flushing. Flushing
devices should be sized to provide flows which will give a velocity of at least 2.5 feet per
second in the water main being flushed. They may be provided with a fire hydrant if flow and
pressure are sufficient. No flushing device shall be directly connected to any sewer.
8.3 VALVES
A sufficient number of valves shall be provided on water mains to minimize inconvenience and sanitary
hazards during repairs. Valves should be located at not more than 500 foot intervals in commercial
districts and at not more than one block or 800 foot intervals in other districts.Where systems serve
widely scattered customers and where future development is not expected,the valve spacing should
not exceed one mile.
8.4 HYDRANTS
8.4.1 Location and spacing
a. Fire hydrants should be provided at each street intersection and at intermediate points
between intersections as recommended by the State Insurance Services Office. Generally,
fire hydrant spacing ranges from 350 to 600 feet depending on the area being served.
