Resolution to establish an Absentee Ballot Board

Minnesota State Statute Section 203B. 13 allows for the governing body of any municipality
by ordinance or resolution to establish an absentee ballot board. The judges of an absentee
ballot board may take possession of all return absentee ballots, examine each return envelope
marking it accepted or rejected, record the fact that the voter has voted by absentee ballot on
the polling place roster, deliver the accepted ballots to the precinct and count these ballots
(insert into the ballot counter). I would like to establish an absentee ballot board. This
process makes it easier for the judges at the polls on Election Day.
ACTION REQUESTED
Motion made and seconded to adopt a resolution to establish an absentee ballot board for
the City of Elk River elections.

A RESOLUTION OF THE CITY OF ELK RIVER
A RESOLUTION TO ESTABLISH AN
ABSENTEE BALLOT BOARD
WHEREAS, Minnesota State Statute Section 203B. 13 allows the governing body of
any municipality to establish an absentee ballot board, and
WHEREAS,
this absentee ballot board would be authorized by the city council to do
any of the following: receive, examine, validate, and count absentee
ballots in the manner provided in state statute.
NOW, THEREFORE, BE IT RESOLVED that the City Council for the City of Elk
River hereby authorizes the establishment of an absentee ballot board with duties as
authorized by State Statute. This absentee ballot board will be used for all upcoming
elections at the discretion of the City Clerk.
