5.11. SR 09-07-2004TO: FROM: DATE: SUBJECT: MEMORANDUM Mayor and City Council Bill Maertz, Parks and Recreation Director September 7, 2004 Elk River Senior High Field House Item 5.11.. The Elk River Area School District has initiated discussion on the potential for a cooperative effort between the District and the City of Elk River in the District's construction of a field house and new entrance to the ice arena. Discussions have been of an exploratory nature, intended to generate ideas for potential collaboration. The District's referendum has included 13 mill/on dollars for additional classroom space and a field house at Elk River Senior High. The field house would consist of four basketball/volleyball courts with a track around the perimeter. A new entrance would serve the ice arena and the field house. In addition, there is 10,000 square feet of additional space, which could include an exercise machine room, aerobics room and other recreational facilities. The District has indicated a willingness to add additional recreational space if the City is interested in contributing to this project. The District is proposing a new ice arena in Rogers in this years' referendum, and in order to create a level playing field, the School District has indicated a willingness to retire the 1.5 million dollar debt on the Elk River ice arena. Under this scenario, the District would assume ownership of the arena and be responsible for needed capital improvements. Elk River Senior High would receive ice time at no cost. The City would continue to manage, maintain, and schedule the arena and be responsible for its operating budget. Without the debt payments, the arena would likely generate a small profit. Council Member Dietz will introduce this topic at the September 7, 2004 City Council Meeting. Elk River Senior High Athletic Director John Barth will attend the September 7, 2004 City Council meeting to make a presentation.
