The draft agenda for the September 13, 2004 worksession looks like the following: 5.1. 5.2. 5.3. 5.4. 5.5. City Council Open Forum Stares of Elk River Ambulance Service Westbound Liquor Store Kohler House Update Budget Worksession The tentative agenda for the October 11, 2004 worksession looks like the following: 5.1. City Council Goalsettmg Worksession with Boards/Commissions City Council Open Forum A couple of possible worksession items look like they are going to be moved to regular City Council meetings either on September 20 or October 2, 2004. These items are the County Road 40 turnback agreement and a review of the city snowplowing policy. In November staff hopes to get to the City Council with a Street Department master plan concept. One of the big issues with the Street Department master plan is the future of the composting program. In this regard, city staff is discussing a lease or lease to purchase possibility with the landowner 0VIr. Dickerson) directly north of the city Streets/Parks facility on County Road 1. Also, some time in November, I hope to have the City Council review the updated five year Capital Improvement Program (CIP); although it is very unlikely that this draft plan will be available by the November 8 worksession. This could be a topic for a special meeting in later November as there are five Mondays in November. Issues that need to get to the City Council in the not too distant future include: implementation steps for the Comprehensive Plan, implementation steps for the S:\Council~Pat\2004\Worksessions~090704TentAgda.doc Transportation Plan, and an update on the Natural Resources Inventory project. Also, as noted in the worksession agenda memo from last month, I have had a number of requests from department heads to be put on future worksession agendas. These issues include the landfill expansion and industrial development-city owned (Brown) property. Also, as noted in the xvorksession agenda from last month, I need to have a follow up with the City Council on the organizational structure, a follow up on the three Brimeyer worksessions, and a follow up on the December 2003 proposed city administrator-City of Elk River work program. The worksession agendas are filling up and yet I need to hear from the City Council on items that they would like to have on their worksession agendas. We may be to the point where some special worksession should be called for the fourth Mondays of some months or else some topics may need to be put on a regular City Council agenda versus being on a worksession agenda.
