4.1 HPSR 10-15-2015 DRAFT MIN „of ").(** Elk Meeting of the Heritage Preservation Commission River Held at the Elk River City Hall April 16, 2015 Members Present: Vice Chair Mortensen, Commissioners Lindberg, Nicholas, and Jones Members Absent: Chair Fox Others Present: Planning Manager Zack Carlton, Economic Development Director Amanda Othoudt, Council Liaison Olson I. Call Meeting to Order Pursuant to due call and notice thereof, the meeting of the Heritage Preservation Commission was called to order at 6:04 p.m. by Vice Chair Mortensen. 2. Pledge of Allegiance The Pledge of Allegiance was recited. 3. Consider July 16, 2016, Agenda Moved by Commissioner Lindberg and seconded by Commissioner Nicholas to approve the July 16, 2015, agenda. Motion carried 4-0. 4. Consent Agenda 4.1 April 16, 2015, HPC Minutes Moved by Commissioner Nicholas and seconded by Commissioner Lindberg to approve the April 16, 2015, minutes. Motion carried 4-0. 5. General Business 5.1 Water Tower Subcommittee Update Mr. Carlton spoke with Chair Fox prior to the meeting regarding progress with Friends of the Kelley Farm to establish a 501 (c)(3) and provided the update. The Kelley Farm is seeking to establish the non-profit for use by the water tower subcommittee that will be transitioned at a later date for their use. The Kelley Farm has been receptive of the idea and needs to check with their accountant to ensure compliance. They expect to receive his approval in August. Vice Chair Mortensen asked if the non-profit organization will be able to receive donations after the project. Mr. Carlton stated that once the non-profit is transitioned to another use by the Kelley Farm we would no longer be able to utilize the status for our purposes. Mr. Carlton will research establishing a non-profit for the purpose of accepting future donations for other Commission projects. Heritage Preservation Commission Meeting Elk River City Hall July 16,2015 5.2 Review Final Draft of Jackson Street Water Tower Condition Assessment Mr. Carlton reviewed the findings of the condition assessment document noting that the findings show the tower to be in good overall shape. Mr. Carlton also stated that he presented the findings of the report to the Elk River Utilities Commission as they have budgeted approximately$60,000 towards the restoration of the structure. The utilities commission is interested in the project and excited at the opportunity to keep the tower. Mr. Carlton is exploring grant opportunities to cover the additional $25,000 needed to complete the project. 6. Staff Updates Mr. Carlton noted that the city is planning to update the website and that they are looking for content to include in the history section. Specifics include stories,videos, pictures, and audio regarding the history of the city. Council Liaison Jerry Olson mentioned videos that he had seen during the Houlton Farm Planning Committee and stated that they would be a good addition. 7.
